Kickstart scheme for young workers kicks off today
As part of the government’s Plan for Jobs, a new £2 billion Kickstart Scheme will create hundreds of thousands of new, fully subsidised jobs for young people across the country. Employers will receive funding for 100% of the relevant National Minimum Wage for 25 hours a week, plus associated employer National Insurance contributions and employer minimum auto-enrolment pension contributions. https://youtu.be/4hNnTVrMstQ
The 6 month placements are open to those aged 16-24 who are claiming Universal Credit and at risk of long term unemployment. They will be available across a range of different sectors in England, Scotland and Wales. The first placements are likely to be available from November. There will also be extra funding to support young people to build their experience and help them move into sustained employment after they have completed their Kickstart funded job.

HMRC: Update on Coronavirus Job retention Scheme
Applicable from 1?? September, HMRC will now pay 70% of usual wages up to a cap of £2,187.50 per month for the hours furloughed employees do not work.
- Continue to pay your furloughed employees at least 80% of their usual wages for the hours they do not work, up to a cap of £2,500 per month. You will need to fund the difference between this and the CJRS grant yourself.
- The caps are proportional to the hours not worked. For example, if your employee is furloughed for half their usual hours in September, you are entitled to claim 70% of their usual wages for the hours they do not work up to £1,093.75 (50% of the £2,187.50 cap).
- Continue to pay furloughed employees’ National Insurance and pension contributions from your own funds.
It’s important that you provide all the data we need to process your claim. Payment of your grant may be at risk or delayed if you submit a claim that is incomplete or incorrect, so we want to help you get this right. We will get in touch if we see any employee data missing from your previous claims.

It’s really important to use the right file type when uploading your data. The easiest way to ensure your file is in the right format is to use our template. To find it search ‘download a template if you’re claiming for 100 or more employees through the Coronavirus Job Retention Scheme’ on GOV?.UK.
If your file is in the wrong format – for example, an incorrect file type or too many or too few columns – it may be rejected. If your file is rejected, you’ll receive a message to say it has not been accepted and your claim will not be processed.
Fraudulent claims
We have started to investigate CJRS claims where fraud is suspected. We will be paying particular attention to claims that differ from the PAYE data we hold and where we have received reports of fraud. Employees are encouraged to report their employer if they have reason to believe that they are abusing the scheme. They can do this anonymously if they prefer. Stockport released from local restrictions as coronavirus cases continue to fall
As of 00.01am this morning, Stockport has been released from additional local restrictions affecting all boroughs of Greater Manchester and as announced by Matt Hancock on 31st July. Latest figures show that Stockport has the lowest rate of infection across the city-region at just 7.8 per 100,000 people. From today, Stockport’s 287,000 households will be able to meet with other households, previously outside their own bubble, in their homes and gardens as well as meet with them in public areas such as pubs, so long as social distancing guidance is followed.
Today’s lifting of local measures is also good news for beauty parlours and clinics who can once again provide one-on-one facial treatments, including eye brow tinting, waxing, shaping and tattooing and facial skin treatments. However, anyone with any symptoms must isolate immediately and get a test for free by going online or ringing 119. Everyone must continue to socially distance and regularly their wash hands. Bolton has now overtaken Oldham as the coronavirus hotspot in Greater Manchester. This interactive map shows the number of UK cases.
The key things you need to know about Manchester Airport this week:
Flights from Terminal Two move to Terminal One today, plus Blue Islands start flights to Exeter and Southampton.
To efficiently meet the current capacity and demand for travel, flights currently operating from Terminal Two will move to Terminal One from today, 2nd September. Passengers are advised to check which terminal they’re flying from before arriving at the airport, as some airlines are operating from a different terminal than usual.
Passengers should be aware that they will now need to quarantine on return to the UK if travelling to destinations removed from the travel corridors list. They are reminded to check the latest Government guidance on travel corridors and requirements upon returning to the UK: www.gov.uk/guidance/coronavirus-covid-19-travel-corridors
Some carriers might cancel services to destinations that are removed from the list, so passengers should check with their airline if they have any specific flight enquiries.

Barratt restores build rate as sales surge
Chief Executive David Thomas said the firm has enjoyed a surged in demand for homes since the lockdown ended and had ramped up production rates.
He said Barratt had also re-entered the land market looking to pick up bargains. Negative equity threat “far lower” than after the 2008 recession
There’s good news from the think-tank the Resolution Foundation, which says the threat of negative equity because of the Coronavirus crisis is far lower than after the global financial crash of 2008. A report released with the support of the Nuffield Foundation considers the risk of families falling into negative equity during the current crisis, and who is most at risk. It warns that the recent surge in house prices post-lockdown may end this autumn and it examines the impact of the Office for Budget Responsibility’s central scenario of a likely eight per cent fall in house prices, and its downside risk of a 16 per cent fall. The report finds that under the OBR’s central scenario, just six per cent of homeowners would fall into low or negative equity – defined as less than a 10 per cent equity stake. This would rise to 11 per cent under its downside risk scenario. During the last recession, 15 per cent of homeowners fell into low or negative equity following a 17 per cent fall in house prices.
Average UK rent a whisker under a £1,000 per month
The average rent across the UK is now £985 per calendar month, up some 2.1 per cent on four weeks ago and 1.5 per cent higher than a year ago.
That’s the headline from HomeLet’s latest rental market snapshot. When London is excluded, the average rent in the UK is now £825. Eleven of the 12 regions monitored show an increase in rental values between August last year and two, with two of those regions seeing an increase of more than five per cent.

BBC: Scotland and Wales introduce travel restrictions to and from Greece
The UK government and the devolved administrations will hold urgent discussions later about introducing new quarantine measures for travellers. Scotland and Wales have already set out different rules for people arriving from Greece, and travel firm Tui has cancelled all holidays to a party resort on the island of Zante because of customers flouting virus safety measures. Ministers are also concerned about a rise in cases in Portugal, less than two weeks after travel to the country was opened up.

Services to Delhi have now recommenced, with three flights a week from Heathrow Terminal 2. Tel Aviv begins on 6 September, also three times a week, followed by Lagos on 10 September, which will operate four times a week. It will be followed by Atlanta on 15 September three times a week and, a day later, Mumbai, four times a week. All will operate from Terminal 2 until further notice.
