Hospitality venues in England are now legally required to enforce the rule of 6 or face a fine of up to £4,000.
Designated businesses and organisations, including hospitality, close contact services and leisure venues, will also be legally required to log details of customers, visitors and staff for NHS Test and Trace and from Thursday 24 September they will be required to display official NHS QR code posters under law ahead of the NHS COVID-19 app being rolled out nationally next week.
Hospitality venues From 24 September venues are legally required to register for an official NHS QR Code and display the official NHS poster
Maintaining records of staff, customers and visitors to support NHS Test and Trace
Designated venues in certain sectors must have a system in place to request and record contact details of their customers, visitors and staff to help break the chains of transmission of coronavirus.
You must register for an official NHS QR code and display the official NHS QR poster from 24 September 2020.
The NHS COVID-19 app has a feature that allows users to quickly and easily ‘check in’ to your venue by scanning the code. The information stays on the user’s phone. In England, you do not have to ask people who choose to ‘check in’ using the official NHS QR code to provide their contact details. If there is an outbreak associated with a venue, a message will be sent to the relevant app users with the necessary public health advice. https://www.bbc.co.uk/news/technology-54118022
Create an NHS Covid-19 Track and Trace poster and QR code for your venue
New package to support and enforce self-isolation
A new package has been announced to support and enforce self-isolation.
People will be required by law to self-isolate from 28 September, supported by payment of £500 for those on lower incomes who cannot work from home and have lost income as a result. New fines for those breaching self-isolation rules will start at £1,000 – bringing this in line with the penalty for breaking quarantine after international travel – but could increase to up to £10,000 for repeat offences and for the most egregious breaches, including for those preventing others from self-isolating. For example, this could include business owners who threaten self-isolating staff with redundancy if they do not come to work, sending a clear message that this will not be tolerated.
LOCAL / REGIONAL NEWS & UPDATES:
MEN: Infection rates in red zone across all boroughs of Greater Manchester
Coronavirus infection rates continue to rise sharply across most of Greater Manchester with all ten boroughs now at the highest level of alert for the first time. Stockport and Trafford have now recorded an infection rate of more than 50 cases per 100,000 people in the local population – it’s the first time the two boroughs have reached that milestone since the height of the pandemic in April. Manchester has also seen a significant rise in cases, registering 100 positive tests for three days in a row, according to the latest Public Health England data. Even at the height of the pandemic in April the highest number of cases registered in Manchester was 73. Manchester’s infection (106.4) rate has now exceeded 100 for the first time – the highest it got in April was 66.2.

Stockport pub receives Direction Order for breaching Covid-19 guidelines
A pub in Edgeley has become the first business to be shut by authorities in Stockport after breaching Covid-19 guidelines. New powers from the Government means that the Council and Police may investigate reports of business premises which are failing to comply with Covid-19-secure risk assessments and if necessary close the premises. Following a complaint from a member of the public, the Police visited the Royal Oak and found that there were no track and trace measures in place and people were drinking in groups at the bar. The Direction Order will come in to effect immediately and stipulates that the pub should close. Failure to comply with a Direction Order may result in a Fixed Penalty Notice or a new direction closing the premises being issued. Following the recent government announcement, you must not meet with people from other households socially in groups of more than 6. This will apply indoors and outdoors, including in private homes and pubs. For more information, visit GOV.UK
North West of England: local restrictions
Find out what you can and cannot do if you live, work or travel in areas of the North West of England. Major restrictions are being brought in across some areas of the North West from next Tuesday as part of the response to rising cases of coronavirus. Local measures in Merseyside, Warrington, Halton and Lancashire, excluding Blackpool, will require all restaurants, pubs, cinemas and other leisure venues to shut at 10pm. Hospitality venues in those areas must be table service only. Residents in these areas must not socialise with other people outside of their own households or support bubble in private homes and gardens.
Message from Cllr Elise Wilson, the Leader of Stockport Council
“Over the past week, the number of positive cases per 100,000 population in Stockport has risen quickly. On 18 September this was 44.6, compared to around 8 per 100,000 a few weeks ago, so you can see how quickly cases can rise. I cannot stress enough how important it is to follow the guidance. This has proven to be effective and will help stop the spread of the virus. These simple steps will help protect us all:
- keep 2 metres from people you do not live with – you need to do this with friends and relatives that you do not live with (or are not in a bubble with) as well as with other people.
- regular sanitise (or wash) your hands
- meet no more than six people inside or outside, for more information visit GOV.UK
- wear a face covering where needed (unless exempt)
- follow the safety guidance at your place of work and within your school or college
We are seeing cases rise in Stockport as more people are mixing socially with other households. We all have a responsibility to keep one another safe and to act now to ensure that numbers do not continue to rise. It is a very real possibility that further restrictions will be introduced if numbers continue to rise, so let’s do all we can to stop this happening and please be mindful of this as you enjoy your weekend.”
Restrictions for more areas in north west, West Yorkshire and midlands to tackle rising infection rates
Lancashire, Merseyside, Warrington and Halton escalated to areas of intervention, with new restrictions in Wolverhampton, Oadby and Wigston, and parts of Bradford, Kirklees and Calderdale.
