Government’s Plan B: work from home, face coverings and vaccine passports
As fears grow over the Omicron variant more restrictions, including guidance to work from home, have been announced for England.The move to tougher measures, or Plan B, will be staggered with rules such as wearing face coverings in places like cinemas and theatres coming into force on Friday, while Covid passes for venues such as nightclubs won’t come into effect until Wednesday. Other UK nations have already brought in stricter restrictions like working from home and Covid passes. Curbs in England come as analysis suggests cases of the new variant could be doubling every 2.5 to three days, and indications show this could lead to a “big rise” in hospitalisations and “therefore sadly in deaths”, says the prime minister. The new rules, which Boris Johnson describes as “proportionate and responsible”, must be voted through Parliament. That takes place next week and despite a mounting backlash over the plan, they are likely to pass with support from Labour. In summary, the measures announced today are:
- From 10 Dec, mandatory face covering rules are extended to most indoor settings (but will not include hospitality settings).
- From 13 Dec, guidance is for people to work from home if they can. Anyone who cannot work from home should continue to travel to their workplace.
- From 15 Dec, introduction of mandatory certification for certain settings. This will mean a requirement to show vaccination status or a recent negative test to enter certain high-risk settings.

North-West set for £26.4billion boost from manufacturing exports
The North-West economy is to be boosted by about £26.4bn by the end of 2021 thanks to UK manufacturing exports, according to a new study.
Barclays Corporate Banking’s report, The Export Dividend, also says the plans of manufacturers who don’t currently export to start selling their products overseas could see that total soar to £28.9bn a year by 2030.
Barclays added that despite widespread supply chain disruption and challenges brought on by the global pandemic and Brexit, 68% of manufacturing firms with 10 or more employees in the North-West are currently exporting.
MAG calls for urgent review of travel rules as results show impact of restrictions
Manchester Airports Group (MAG) is calling on the Government to carry out an urgent review of its new travel restrictions as the Group released half year results highlighting the continuing major effect the measures are having on the travel and tourism sector.
- Passenger numbers for the first six months of the year were 82% down on 2019 as a result of summer travel restrictions
- Traffic increased to 58% of pre-pandemic levels in November after restrictions eased
- MAG is calling on the Government to review new Omicron travel restrictions after community transmission was confirmed
Ground-breaking COVID-19 antiviral treatment trial opens to recruitment in Greater Manchester
Local GPs and healthcare professionals have today begun enrolling participants across Greater Manchester and East Cheshire to a first-of-its-kind clinical trial investigating the effectiveness of new oral antiviral treatments for COVID-19 – which can be safely taken at home. The Platform Adaptive trial of NOvel antiviRals for eArly treatMent of covid-19 In the Community (PANORAMIC) trial will rapidly assess a range of purpose-designed antiviral treatments which could help clinically vulnerable people with COVID-19 in the community recover sooner, prevent the need for hospital admission and ease the burden on the NHS. These new antiviral treatments are intended for use in the very early stages of infection, by people in the community with COVID-19 who are at higher risk of complications.

Stockport Council has opened applications for its Additional Restrictions Grant scheme, allowing businesses that remain negatively affected by the coronavirus pandemic to access further financial support. The Additional Restrictions Grant supports businesses that are not covered by other grant schemes or where additional funding is needed. You can apply for the Additional Restrictions Grant if your trading levels continue to be negatively impacted by coronavirus (COVID-19).

Locality Boost Grant
The Council is also offering a further opportunity for businesses in local areas to access a Locality Boost Grant for their area if they did not do so in the first round of these grants. The Locality Boost Grant is for district centre trading associations or their equivalent. District centre trading associations can bid for your local area to run events to drive footfall that will support local businesses that are reopening. If the local area does not have a trading association that can lead the bid, an equivalent lead accountable body or local business will need to be agreed by businesses in that area. They will then lead as the single point of contact for their area. Only one application for each local area will be accepted. Covid-created arrears still rising warns industry body
The National Residential Landlords Association says average rent debt owed by tenants as a direct result of the pandemic is still increasing.
A survey of over 2,000 private renters in England and Wales by research consultancy Dynata for the NRLA found that average Covid related rent arrears owed by affected tenants had increased to £1,270, up from £900 as recently as May. Whilst the proportion of tenants with arrears built up since the pandemic started in March2 2020 has almost halved to 3.7 per cent from 7.0 per cent in May, there are still some 430,000 private renters with Covid arrears. The survey also found 57 per cent of those with such arrears were not in receipt of Universal Credit, so making them ineligible for Discretionary Housing Payments.

Repayment period for Bounce Back Loans extended to ten years
Businesses that took out government Bounce Back loans to help them through the Coronavirus crisis now have more time to repay. Companies will be contacted with options to extend the length of the loan from six to 10 years as part of a new ‘pay-as-you-grow’ initiative. The new proposals give businesses three new options:
1. Extending the length of the loan from six years to 10;
2. Making interest-only payments for six months, then repaying the principal on a phased basis with other interest-only periods;
