Chancellor reveals further package of coronavirus financial support
The Chancellor has unveiled a multibillion-pound package for business and workers amid fears of mass unemployment and businesses collapsing under the weight of a second wave. The chancellor said he would expand the new furlough scheme to protect jobs through a difficult winter. Shortly after he announced the plans, the health secretary, Matt Hancock, revealed that Coventry, Stoke-on-Trent and Slough would be moved into tier 2 restrictions at the weekend. Nottingham is likely to move into the most severe tier 3 very high level.
Sewage signals early warning of coronavirus outbreaks
Government scientists are hoping that sewage could provide an early warning system to detect local coronavirus outbreaks. 90 wastewater treatment sites in England, Scotland and Wales are due to start testing the virus’s genetic material. Scientists determined earlier this year that this material could be detected even when there were only asymptomatic Covid-19 cases in the community. Results of the analysis from sewage works will be shared with test-and-trace systems in England, Wales and Scotland – helping them focus on particular communities for extra attention and tip off local NHS services. The programme, which was first announced in June, has now proven that fragments of genetic material from the virus can be detected in wastewater. This can then indicate where a local community or an institution is experiencing a spike in cases. The results can provide local health professionals with a clearer picture of infection rates by identifying where there are high numbers, particularly for asymptomatic carriers and before people start showing symptoms. This will allow local authorities to take early action to slow the spread of the virus. The project has already worked successfully in an area in the South West of England, where sewage sampling data showed a spike in coronavirus material despite relatively low numbers of people seeking tests. This was passed on to NHS Test and Trace and the local council, who were able to alert local health professionals to the increased risk and contact people in the area to warn of the increase in cases.
UK NEWS SUMMARY:
The UK’s inflation rate, climbed to 0.5% in September, from 0.2% in August. Office of National Statistics suggests the Consumer Prices Index rose more quickly in September when the discount meals scheme ended, pushing up restaurant and café prices. Transport costs also went up as demand for second-hand cars increased.
Figures from HM Treasury revealed that the UK’s banking and finance industry has supported over 1.4m businesses across the country through government-backed Coronavirus lending schemes.
The Treasury announced this week that the Prime Minister and the Chancellor have decided to conduct a one-year Spending Review that will prioritise the response to Covid-19. The Spending Review will set department’s budgets and resources for 2021-2022, the block grants for the Devolved Administrations will cover the same period. No precise date has been set for the Spending Review, but it will be in the final weeks of November.
Rishi Sunak reiterated that the Job Support Scheme not only supports people by paying 2/3 of their salary but for many the remaining drop in earnings will be covered by the welfare system – up to 90%. He stressed that the system is more generous to those who need it most, through increased Universal Credit and the local housing allowance. Chancellor statement to the House – Plan For Jobs

He introduced a new grant scheme which offers every business in hospitality, leisure, and accommodation a grant worth up to £2,100 every month that Tier 2 restrictions apply. These grants will be retrospective grants, so businesses can backdate them to August, if they have been operating in areas with enhanced restrictions since then. The Chancellor also announced changes to the Job Support Scheme for businesses that remain open but face considerable difficulty; employer contribution was cut from 33% to 5% and employees are now required to work 20% of their normal working hours instead of 33%. Lastly, he announced a doubling of the self-employed grants from 20% to 40%, meaning the maximum grant will go up from £1,875 to £3,750.
In a letter to the Prime Minister, British Chambers of Commerce Director General, Dr Adam Marshall, BCC President Baroness Ruby McGregor-Smith and Chamber CEOs from across the United Kingdom set five business tests that must be met to limit the impact of Coronavirus restrictions on businesses and jobs and take a long-term approach to tackling the pandemic.

Greater Manchester offered grant to reduce energy costs
Get the funding you need to upgrade your lighting or equipment, slash your energy bills and reduce your environmental impact. If you have a small or medium-sized business in Greater Manchester, you may be eligible for our Energy Efficiency Grant of between £1,000 and £12,500 from GC Business Growth Hub, to help with up to 50% of the costs of your energy efficiency improvements. The grants are available for a limited time on a first-come first-served basis and can go towards, for example:
- a new LED lighting system for your premises
- heating equipment upgrades
- replacement drives or motors
- process efficiency investments
Energy Efficiency Grants are available to small and medium-sized enterprises (SMEs) in Greater Manchester subject to business and project eligibility and the scale of CO2e savings expected from the project.

Financial package for Greater Manchester as region moves to tier 3 restrictions
The Government will pay £22m to help authorities implement restrictions, including track and trace restrictions. That works out at approximately £8 per capita. It will also get £60m of enhanced business support and to help low paid workers.

PROPERTY:
Chancellor Rishi Sunak is taking credit for saving thousands of agency jobs through increased transactions prompted by the stamp duty holiday.
A statement from HM Treasury says the 21.3 per cent rise in transactions in September over August this year “came after the Chancellor announced a stamp duty holiday at the start of July that will last until March next year.” And it adds the holiday is supporting “hundreds of thousands of jobs in the property sector.”
The statement directly mentions estate agency as one industry benefitting, and goes on: “The move has helped to protect hundreds of thousands of jobs, benefitting businesses across the housing supply chain and beyond, with the Bank of England estimating that households who move home are much more likely to purchase a range of durable goods, such as furniture, carpets or major appliances.”
In addition to agents, the Chancellor claims his move is helping save jobs amongst house builders, tradespeople, DIY stores, removal and cleaning firms.
Tier 3 private tenants face eviction, claim activists
Campaign group Generation Rent says thousands of tenants in areas of the country under Tier 3 Coronavirus restrictions are in danger of eviction. In a letter to Housing Secretary Robert Jenrick the group, led by Baroness Alicia Kennedy, says it’s “urging you to take action to support private renters living under Tier 3.”
The government has already agreed to pay two thirds of wages of workers in business obliged to close by the Tier 3 rules. However, the group’s letter to Jenrick continues: “We are extremely concerned that without further support private renters receiving 67 per cent of their income are at serious risk of debt, eviction and homelessness.”
