Key comments from Health Secretary Matt Hancock’s briefing 16th November:
- The average number of new cases each day is now 25,329 up from 22,443 last week.
- There are today 14,915 COVID-19 patients in hospital across the UK, compared to 13,025 a week ago.
- Yesterday 168 deaths were reported. This means that in the last week we’ve seen an average of 413 deaths, up from 332 a day a week ago.
- NHS will have a network of 40 long COVID clinics right across England in place by the end of the month.
- current testing capacity of more than half a million a day
- two new mega labs, which will open early in the new year will add another 600,000 capacity to our daily capacity, that doubles the current capacity and will create 4,000 jobs.
- Over the last week we have delivered more than 3 million tests to NHS staff, to begin their regular bi-weekly testing.
- 83 local authorities have now signed up to receive regular batches of these new lateral flow tests, which can allow for results in minutes.
- Janssen’s Phase 3 clinical trials are beginning today in 17 sites across the country, including Southampton, Dundee, Cardiff and Belfast. It’s the third vaccine to enter clinical trials here and should the trials come good, and that is by no means certain, and it can be proved to be safe and effective. We have 30 million doses on order by the middle of next year.

BBC: Ministers want greater consistency in tier system
The government is seeking “greater consistency” as it prepares to reintroduce England’s regional Covid tier system next month, the communities secretary has said. Robert Jenrick said ministers are reviewing the measures in each tier. He said he expects a conclusion to be reached “within the next week or so”. It comes after a senior government adviser said the three-tier system used in England before the lockdown may need strengthening. The government hopes to introduce tiers again when the national lockdown ends on 2 December.
Freeports to ‘turbo-charge’ economic recovery
The bidding process to establish new Freeports in England has opened with Chancellor Rishi Sunak saying they will create “national hubs for trade, innovation and commerce”. The first sites are expected in 2021, as part of at least ten across the whole of the UK. Designed to attract major domestic and international investment, areas given Freeport status will benefit from a wide package of tax reliefs, simplified customs procedures, a streamlined planning processes to boost redevelopment and government support to promote regeneration and innovation.
“Our new Freeports will create national hubs for trade, innovation and commerce, levelling up communities across the UK, creating new jobs, and turbo-charging our economic recovery,” said Rishi Sunak. “As we embrace our new opportunities as an independent trading nation, we want to deliver lasting prosperity to the British people and Freeports will be key to delivering this.” As part of a new customs model, a business can import goods into a Freeport without paying tariffs, process them into a final good and then either pay a tariff on goods sold into the domestic market, or export the final goods without paying UK tariffs.

Political leaders from the North-west and the Republic of Ireland met in a virtual summit to continue commitments to strengthening trade and cooperation.
Liverpool City Region Mayor, Steve Rotheram, Greater Manchester Mayor, Andy Burnham and the UK’s Minister for Export, Graham Stuart, met separately with the Irish Tánaiste (Deputy Prime Minister) Leo Varadkar and Simon Coveney, Ireland’s Minister for Foreign Affairs on 16th November in an online summit. The summit follows Mr Coveney’s announcement of a new Consulate General for the North of England in Manchester. Discussions centred on a continued ambition to build trade and investment links between the North-West city-regions and the Republic of Ireland, opportunities for further cooperation in culture, sport and innovation, as well as to discuss strong people-to-people links already in the region; both Liverpool and Greater Manchester are home to many people of Irish ancestry. Politicians on both sides of the Irish Sea were keen to stress during the summit continued links between the North-west and Republic of Ireland after Brexit

Held on Thursday 19th November, the Future of Cities Summit is an international event, hosted by Tortoise Media and Toronto newspaper, The Globe and Mail, bringing together the worlds of business, politics and civil society to share their thoughts and actions for cities around the world. According to the UN, 55% of the world’s population currently lives in cities. By 2050, that number is expected to reach 68%. There has been much talk of Covid-19 destroying or hollowing out city life – but history suggests that cities generally adapt to disease. It is more likely that the urban adaptation to the virus will be the acceleration of trends that were already underway or in their infancy: working from home, cycle lanes, the supplanting of city-centre shopping with online retail, pressure for cities to develop their own climate emergency strategies.

EDUCATION:
Call for more powers over home education
Schools should be forced to share attendance registers with councils in a bid to keep track of the increasing numbers of children being home schooled, the Local Government Association has said. A report published by the LGA today, Children Missing in Schools, warns as many as a million children could be missing out on a formal full time education, although it is difficult to be certain due to a “distinct paucity of any comprehensive, reliable data”. It says Coronavirus has accelerated an existing increase in numbers of children being home educated, with some councils seeing rises of 200% at the start of the new school year. In Kent, there were 599 new home education registrations in September this year, up from 210 in the same month last year, a rise of 180%. Leeds City Council received 78 registrations in the first three weeks of September, a rise of 144% on the previous year.

Severe arrears now just cause for bailiff-enforced evictions
There’s been a further tweak to the eviction controls introduced in England for the duration of the lockdown, lasting until December 2. There has been substantial publicity for what is effectively a ban on evictions, which followed a letter from government to bailiff authorities asking them not to enforce possession cases during the lockdown. But from today possession cases with severe rent arrears WILL be exempt from the effective ban; this means that bailiffs and High Court Enforcement Officers can move to enforce warrants and complete evictions. However, this will only apply to cases where the equivalent of nine months’ rent arrears had been built up before March 23 this year, when the UK went into national lockdown.

TRAVEL:
The airline posted a loss of £1.27bn for the year to 30 September as revenues more than halved. EasyJet added that it expected to fly at just 20% of normal capacity into next year. The pandemic has hit airlines hard, with lockdowns and restrictions cutting the number of people travelling. However, EasyJet welcomed the possibility of a Covid-19 vaccine being rolled out, and said underlying demand was strong for air travel. Chief executive Johan Lundgren told BBC Radio 4’s Today programme said that the recent developments on Covid vaccines “certainly is good news, because we know that is going to be a very critical part of the recovery”.
