Prime Minister announces stronger enforcement measures as easements resume
The Government has announced a series of tough new enforcement measures targeting the most serious breaches of social distancing restrictions.
Fines for repeatedly not wearing face coverings where mandated will be significantly increased in the coming weeks, and on the spot fines for hosting or facilitating illegal gatherings of more than 30 people will be introduced.
The announcement comes as a number of remaining aspects of England’s culture, sport, leisure and business sectors will be permitted to reopen from this weekend. Two weeks ago the ONS had expressed concerns about a slight increase in the number of people in England testing positive. The situation now appears to have levelled off.
Coronavirus (COVID-19): countries and territories exempt from advice against ‘all but essential’ international travel
The FCO updated its global advisory against ‘all but essential’ travel, exempting destinations that no longer pose an unacceptably high risk for British travellers. The Netherlands, Aruba, Malta, Turks and Caicos Islands, France and Monaco have been removed from the exemptions list to the Global Travel Advisory based on the current assessment of COVID-19 risks. The Netherlands, Aruba, Malta, Turks and Caicos Islands, France and Monaco are no longer exempt from the FCO advice against all non-essential international travel. The FCO advises against all but essential travel to The Netherlands, Aruba, Malta, Turks and Caicos Islands, France and Monaco.

Boris Johnson has said the government must be “absolutely ruthless” when it comes to deciding whether to remove more destinations from the UK’s safe travel list.
Roadmap to Recovery to resume from Saturday 15th August
The plan set out in the ‘roadmap to recovery’ which was paused for two weeks will resume from Saturday 15 August in England – except for specific areas where local restrictions are in place.
Indoor theatres, music and performance venues will be able to reopen with socially distanced audiences under updated performing arts guidance published by the Government.
Wedding Receptions in the form of a sit-down meal in a COVID-secure location for up to 30 guests will now be permitted.
Piloting of small number of sporting events will resume from August 15 with a view to reopening competition venues for sports fans, with social distancing measures in place from 1 October. This will commence with the final of the World Snooker Championship at Sheffield’s Crucible Theatre during 15-16 August, with a full pilot programme to follow.
Indoor play and indoor soft play, bowling alleys, skating rinks and casinos will be permitted to reopen.
Beauty salons, tattoo studios, spas and barbers across England will be able to offer all close contact services – including front of the face treatments such as eyebrow threading, eyelash treatments and facials from August 15 under new guidance.
A number of pilots will now take place at event venues across the country to help plan how best to restart indoor business events and implement social distancing practices. Business events and conferences will be permitted to resume from 1 October provided rates of infection remain at current levels.
Taking into account new evidence provided by SAGE and consultation with industry, the Government has also confirmed today that all staff offering close contact services, including hairdressers, should now wear a face mask (type 2 surgical), in addition to a clear visor that covers the face. This will help protect the customer and staff from respiratory droplets caused by sneezing, coughing, or speaking.
The guidance also applies to businesses that operate remotely, such as massage therapists working in people’s homes, and those learning in vocational training environments. The Government will continue to review these measures which are based upon the very latest infection rates. More detail on the new enforcement measures will be set out in the coming week.

Coronavirus update from Director Of Public Health
The council is working very closely with our partners in the borough and throughout Greater Manchester. The seven day rate of positive tests per 100,000 people in Stockport has risen to 26.6 for the week ending 08/08/20 (up from 25.6 in the week ending 01/08/20 and 15.7 the week before that). This means that the transmission of coronavirus within the borough is still increasing and together we need to do all we can to try to stop the spread of Coronavirus.
Despite our positive test rate remaining largely similar to last week, we must all continue to remember the three S’s: no more than Six people (outdoors in public places), Socially distance and Sanitise to #StopTheSpread. We want to encourage all our residents to do this, to help us to reduce transmission in Stockport, as it’s for everyone’s benefit. We are providing advice and support to the care sector, businesses, hospitality sector and other settings to help prevent outbreaks, and acting quickly when an outbreak is identified. We are also targeting our engagement with groups where we are seeing rises in positive tests – in particular teenagers and adults under 40 – so that we can reinforce messages about how to follow the current restrictions and stay safe. We fully understand that many people have missed seeing friends and family over the last few months. Despite the current restrictions on meeting with other households in indoor settings such as homes, gardens, pubs and restaurants, residents can still meet up to six people outdoors – for example, in a park or the outdoor area of a pub or restaurant – providing you socially distance from one another. As well as limiting your contact with other households, socially distancing, wearing a face covering and regular hand washing are still the most effective way to stay safe.

Business Grants Funds: programme closure.
The Small Business grants fund, the Retail, Hospitality & Leisure Grants Fund and the Discretionary Grants Fund, should close by Friday 28 August. No further grants will be considered beyond that date. £62 million in grants have been made to 5,500 businesses premises in Stockport.

Job Retention Bonus – Policy Statement:
Employers will be able to claim a one-off payment of £1,000 for every employee they have previously received a grant for under the Coronavirus Job Retention Scheme (CJRS), and who remains continuously employed through to the end of Ja?nu?ar?y 2021. To be eligible, the employee must have received earnings in November, December and January, and must have been paid an average of at least £520 per month, and a total of at least £1,560 across the three months.
As the employer, you will be able to claim the bonus after you have filed PAYE information for Ja?nu?ar?y 2021, and the bonus will be paid from Fe?br?ua?ry 2021. More detailed guidance, including how you can claim the bonus online, will be available by the end of September.
Reminder of changes to CJRS – From 1 Au?gu?st 2020, CJRS continues to provide grants for furloughed employees but no longer funds employers’ National Insurance (NI) and pensions contributions. Outlook optimistic for Buy-to-Let except in one place!
The latest house price index, produced by the website Home, gives a broadly optimistic outlook for landlords and other buy to let investors – except, that is, in London. Home’s director, Doug Shephard, says the capital is in short term lettings difficulties because of a glut in supply – up a jaw-dropping 30 per cent on this time last year, thanks mostly to the return of many properties from the short-let Airbnb and related sector. Home says that in the north and west, annualised rises are broadly around the 10 per cent mark and this, coupled with the capital gains to be had in these sales markets, there is likely to be further BTL investments.

Government opens applications to farmers for £10k dairy support fund
The government has today announced that applications have opened for dairy farmers to access a support fund following lockdown. The fund will allow qualifying farmers in England to access up to £10k to drive the sector’s recovery. To be eligible for support from the fund, farmers in England need to demonstrate that they have suffered a reduction in the average price paid for their milk of 25 per cent or more in April 2020 when compared with February 2020.
