There have been over 4.2 million confirmed cases of coronavirus in the UK and sadly over 125,000 people have died. Over 24 million people have had their first dose of a coronavirus vaccine. The average number of daily infections in the UK has fallen substantially, with strict lockdown measures just starting to ease. A further 5,089 confirmed cases across the UK were announced by the government yesterday, Monday, up from 4,712 new cases a week earlier. The UK’s chief medical adviser Prof Chris Whitty warned last week that the fight against the virus was far from finished: “A lot of people may think this is all over. It is very easy to forget how quickly things can turn bad,” he said.

Health Secretary insists Oxford/AstraZeneca is safe
The Oxford-AstraZeneca Covid vaccine is safe, the health secretary has said, after some European nations paused its use amid concern over blood clots.
Matt Hancock urged people to “listen to the regulators” and to “get the jab” as soon as they got the opportunity. Some 13 countries have suspended use of the vaccine while they seek further clarification on its safety. But the UK’s medicines watchdog, the MHRA, has said that evidence “does not suggest” the jab causes clots.

REGIONAL & LOCAL NEWS:
The Prime Minister has announced that cybersecurity agency the National Cyber Force (NCF) is to have its permanent headquarters based in the North of England. The announcement follows a number of other commitments by government to relocate more government personnel away from London to the regions, including announcements in the recent budget to establish a branch of the Treasury in Darlington, and set up a UK Infrastructure Bank in Leeds. The Department of Culture, Media and Sport (DCMS) is also expected to have half of its workforce based in Manchester in the next five years, following the BBC’s move to the city.
No town or city has officially been announced to host the cybersecurity agency as yet; however, the NCF will form part of a ‘cyber corridor’ across the region.
Greater Manchester awarded £78m from Government’s decarbonise fund
The Government has kicked off its green revolution awarding nearly £1bn for carbon retrofit projects to cut emissions from public buildings, schools and hospitals.
Over £78m for Greater Manchester Combined Authority to decarbonise 15 bodies of the region’s public estate including Transport for Greater Manchester, GM Fire & Rescue Service, GM Police, the Royal Northern College of Music, 36 schools, 22 leisure centres and various community buildings.
Greater Manchester manufacturers to benefit from Made Smarter extension
Manufacturers in Greater Manchester are expected to benefit further from the Made Smarter programme that is helping them to modernise and adopt new digital technologies. Launched as pilot in the North-west in 2018, the successes of the programme have seen it extended to continue supporting businesses in the region, as well as elsewhere in the North and Midlands. Since its launch, Made Smarter has engaged with over 350 businesses in Greater Manchester. Companies can access a range of bespoke support and have secured £885,000 in matched funding for 47 projects, generating £2.2million of private sector investment. The projects are forecast to deliver an additional £33million for the city-region’s economy over the next three years and create 198 new jobs. Greater Manchester employers offer MOT for 50+ workforce
The Growth Company and Greater Manchester Combined Authority (GMCA) have launched an eight-week programme to help employers support their 50+ workforce. The Midlife MOT project will allow Greater Manchester employers, regardless of sector or size, to access professional support for members of staff over 50 years of age. The project will provide group and one-to-one advice and guidance sessions, on subjects including training provision, health and wellbeing support, and advice on finances and pensions. Webinars will be held weekly for employers to take part.
The Midlife MOT Project will also provide a one stop webpage for information.

CORONAVIRUS GRANTS FOR BUSINESSES IN STOCKPORT:
Stockport Council expands eligibility for Discretionary Grant Schemes
Stockport Council has announced it is expanding its discretionary grant schemes to support a greater range of businesses affected by the pandemic.
The new Micro-business support scheme will see businesses outside of the hospitality, leisure and retail sectors become eligible for both the Stockport Additional Restrictions Grant scheme and the Local Restrictions Support Grant for Open Businesses, affecting organisations that were impacted during the lockdown from 5th November to 2nd December, and subsequent periods of lockdown. Support will be backdated to the first date of eligibility. The discretionary schemes allow councils to support businesses that have missed out on other support as they do not have a business rates liability. Stockport Council is adding a number of sectors to those already eligible for the schemes. Please note: The Council has now received funding for the Local Restrictions Support Grant for Open Businesses scheme for the period following the end of the lockdown on 2nd December 2020.
A system to make automated repeat payments for qualifying businesses based on their initial applications is being used and so there is no need for businesses to reapply after their first application for the Local Restrictions Support Grant for Open Businesses scheme. Funds will be paid to businesses and an email will be sent to each business stating that in accepting the funding they are confirming that they meet the qualifying conditions and statements set out in the email.
If you have not yet applied for the Local Restrictions Support Grant for Open Businesses scheme, you will need to make an initial application before you can be considered to be eligible to receive any automatic payments for further qualifying periods. Further information on the schemes will be updated on the Stockport Council website.

Stamp Duty surge adds weeks to completion time
It now takes 43 days longer to sell a home than it did a year ago. Comparison site GetAgent, which makes the claim, has used data from portals to record the point at which a home is listed for sale online; it has then cross-referenced that with Land Registry completion information. The data shows that when looking at the average time from a property listed online to when an offer is accepted, the benefit of the stamp duty holiday and the resulting increase in homebuyer demand has been clear. Between January 1 last year and July 8 – when the holiday was introduced – it was taking an average 138 days from listing to accepting an offer; with the holiday in place, it fell to 124 days.

Coronavirus Roadmap out of lockdown – what and when?
From 29 March:
- People will be allowed to meet outside, either with one other household or within the “rule of six”, including in private gardens
- The stay at home rule will end, but the government will urge people to stay local as much as possible
- Outdoor sport facilities will reopen, including golf courses and tennis and basketball courts, and formally organised outdoor sports can restart
- Weddings attended by up to six people can take place in any circumstances
Stage two (no earlier than 12 April):
– All shops allowed to open, along with close-contact services, including
hairdressers and beauty salons (including in people’s homes)
– Restaurants and pubs allowed to serve food and alcohol to customers sitting
outdoors
- Gyms and spas can reopen, as can zoos, theme parks, libraries and community centres
- Members of the same household can take a holiday in the UK in self-contained accommodation
- Weddings attended by up to 15 people can take place
Stage three (no earlier than 17 May):
- People can meet in groups of up to 30 outdoors
- Six people or two households can meet indoors
- Pubs, restaurants and other hospitality venues can seat customers indoors
- Up to 30 people can attend weddings or other life events, like christenings
- Remaining outdoor entertainment, such as outdoor theatres and cinemas can open
- Indoor entertainment such as museums, theatres, cinemas and children’s play areas can open
- Performances and large events can restart, but with limits on audience numbers
- Hotels, hostels and B&Bs can reopen
- International leisure travel may resume
- Adult indoor group sports and exercise classes can restart
- Stage four (no earlier than 21 June):
- All legal limits on social contact will be removed
- No legal limits on the number of people who can attend weddings, funerals and other life events
- Nightclubs will be allowed to reopen

Repayment period for Bounce Back Loans extended to ten years
Businesses that took out government Bounce Back loans to help them through the Coronavirus crisis now have more time to repay. Companies will be contacted with options to extend the length of the loan from six to 10 years as part of a new ‘pay-as-you-grow’ initiative. The new proposals give businesses three new options:
1. Extending the length of the loan from six years to 10;
2. Making interest-only payments for six months, then repaying the principal on a phased basis with other interest-only periods;
3. Delaying repayments entirely for up to six months.
