UK HEADLINES:
Chancellor announces extension and changes to business support
The Chancellor has announced three more steps to bolster the support packages to businesses as they all work to survive the fallout of the pandemic.
First: he will extend the grant system for businesses in any tier – even if they are not forced to close by law. They will be eligible for cash grants of up to £2,100 a month, a move which will primarily benefit the hospitality, accommodation and leisure sector. These grants will be retrospective, with businesses in any area that has been under enhanced rests able to backdate claims to August.
Second: he is making the Job Support Scheme “more generous for employers”. In tier three areas – those under very high alert – the government will cover the full cost of employers paying two-thirds of people’s salaries where they cannot work for a week or more. Even for businesses that can open, he said it is clear that the impact of restrictions on them – particularly in the hospitality sector” is worse than they planned for. He outlined a reduction in the number of hours an employee needs to work to be eligible to enter the Job Support Scheme from 33% to 20% of their hours. He says the employer contribution to the hours not worked will reduce from 33% as originally planned to five percent. It will be available to businesses in all covid alert levels.
Third: Mr Sunak announces that he is increasing government contributions for the self-employed, with a doubling of income support from 20% to 40% of people’s income. It increases the maximum grant to £3,750, he says.
Plan for Jobs: Chancellor increases financial support for businesses and workers
The government today announced it will significantly increase the generosity and reach of its winter support schemes to ensure livelihoods and jobs across the UK continue to be protected in the difficult months to come, supporting jobs and helping to contain the virus.
Local COVID alert level: very high (Liverpool City Region)
Guidance on additional restrictions for Liverpool City Region has been updated to reflect that soft play centres and areas will close from 24 October and indoor gyms, fitness and dance studios, and sports facilities will reopen to all users from 24 October.
Stockport to move to tier 3 from tonight at midnight
The Council is waiting for the detailed information about what financial support is to be made available to businesses in Stockport that will be instructed to close under Tier 3 restrictions. More information on this will be made available as soon as it is possible to do so.

The Hut Group to fill 500 vacancies before Christmas
South Manchester-based global technology platform company The Hut Group (THG), specialists in taking brands direct to consumers, is looking to create an additional 500 permanent jobs before Christmas. Last month THG announces the acquisition of Perricone MD, a pre-eminent US prestige skincare brand, for $60 million in cash. THG operates over 100 international websites and have already added 2,000 new roles to the company this year alone. The latest recruitment drive will give a further 500 opportunities for a “huge variety of roles” across the region particularly within the group’s technology services division, THG Ingenuity. THGI has seen “rapid growth” in demand over the past 12 months, as more businesses look to diversify and enhance their direct-to-consumer capabilities. Meet the Buyer event encourages support for local businesses
STAR Procurement, the shared procurement service for Stockport, Trafford, Rochdale and Tameside Councils, are working with Partners to deliver a joint ‘Meet the Buyer’ event online in November 2020 for the first time. The event will take place during World Procurement Week (2nd – 6th November). Due to the on-going coronavirus pandemic the local government procurement service have decided to take a different approach for this year’s event with all workshops and presentations being delivered virtually via the free web-conferencing software Zoom. Attendees will need to book a place online for Meet the Buyer webinars via Eventbrite, and will be sent details of how to access each event.
Stockport ready to push the campaign for clean air
Residents and businesses across Stockport are being encouraged to give their views and help shape Greater Manchester’s Clean Air Zone plans to reduce harmful air pollution on local roads. Government has directed Greater Manchester’s councils – including Stockport – to introduce a Category C Clean Air Zone (CAZ) across the region, to bring nitrogen dioxide (NO2) levels on local roads within legal limits in the shortest time possible. The clean air consultation will ask for views on key elements of the Zone including its proposed boundary, daily charges, discounts and exemptions, and the funding packages to support local businesses in Stockport and across Greater Manchester to upgrade to cleaner vehicles.
Businesses with innovative healthcare products or services can apply for a share of £300,000 funding as part of a new accelerator programme from Health Innovation Manchester.
2020-2021 Momentum Innovation Fund has been set up to introduce and adopt needs-led and evidence based innovations into the healthcare system with Greater Manchester and Cheshire East local authority areas. Businesses with market ready or close to market ready innovations which can support clinical management post COVID-19 can apply for up to £50,000 of grant funding for real-world evaluations of their solutions. Health Innovation Manchester, the organisation responsible for accelerating innovation into Greater Manchester’s healthcare system, has also partnered with Danaher Diagnostics on a health accelerator programme to support innovations that provide remote management of patients leaving hospital or with long-term conditions at home.

From Tuesday 26 May 2020, small and medium-sized employers, with fewer than 250 employees, will be able to apply to recover the costs of paying coronavirus-related Statutory Sick Pay (SSP) payments they have made to their employees.
