
HEADLINES:
England to go into new 4-week lockdown from 5th November to 2nd December
MPs will vote on the proposals later today. People across the country will only be allowed to leave their homes for specific reasons, similarly to the lockdown first imposed in March.
It comes as the head of NHS England warned there are 11,000 coronavirus patients in hospital in England – up from 2,000 at the start of October. Sir Simon Stevens also said the NHS would be “geared up” to deliver a potential vaccine before Christmas. He told BBC Radio 4’s Today programme: “So, put another way, we’ve got 22 hospitals’ worth of coronavirus patients across England.
“And indeed, even since Saturday, when the prime minister gave his press conference, we filled another two hospitals full of severely ill coronavirus patients.”
The restrictions will come into force just after midnight if approved, and will last until 2 December. Pubs, restaurants, gyms and non-essential shops will have to close.
Meanwhile, Prime Minister Boris Johnson has told business leaders the lockdown, which is due to end on 2 December, will not be extended beyond that date.

Independent shops have been “more agile” and better at surviving Covid-19 than chain stores, data indicates.
Small independent firms on the High Street suffered a net decline of 1,833 stores in the first half of 2020, according to research by the Local Data Company (LDC) and accountancy firm PwC.
That was less than a third of the 6,001 chain stores lost, the LDC said.
However, the two sectors together saw the biggest decline seen in the first half of a year since its records began.
Lucy Stainton, head of retail and strategic partnerships at the LDC, said it had been “an immensely challenging few months for the retail and hospitality sector”.
She said the independent market had fared better as those businesses had been “more agile, bringing in new product lines and offering food deliveries”.
They also had a smaller cost base to cover during periods of little or no trade and had been able to take advantage of government support schemes.

New scheme from Stockport Council helps more businesses to access kickstart Stockport Council and Stockport Jobs Match have launched a new tiered support offer in partnership with the Growth Company to help businesses of all sizes get young people into employment and access the Government’s new £2 billion Kickstart scheme. Kickstart is set to create hundreds of thousands of Government-subsidised job placements to help young people affected by the economic fallout of Covid-19 into employment. The initiative is aimed at helping young people to gain vital skills and experience that will boost their employability.

Pandemic takes toll on mergers & acquisitions in first half of 2020
The volume of North West mergers and acquisitions (M&A) transactions in the first nine months of the year was down by 34%, year-on-year, to 420. In new year-to-date figures produced by business services group Experian, it showed that volumes dropped sharply from the first quarter to quarter two as the first impact of the COVID-19 crisis took hold of the market, while quarter three has seen volume rise, up to 130 transactions from the 90 in the previous quarter.

Citizens Advice reveals extent of its pandemic support to Stockport residents
Since April, Citizens Advice Stockport has helped over 2500 Stockport residents with more than 9,000 issues, the charity has revealed. With the closure of face-to-face services, the organisation has adapted quickly, increasing capacity on its phone line and web chat, while introducing video appointments and producing advice videos for social media. Despite the additional demand on the service, and the influx of new, often complex queries related to coronavirus, Citizens Advice Stockport has also continued to receive over 90% positive feedback from clients in the borough.

Morgan Sindall upgrades profit forecast following recovery from first lockdown
Morgan Sindall will restart paying dividends to shareholders after a strong recovery from the first pandemic lockdown.
And the contractor is confident the latest lockdown which starts tomorrow will have “minimal impact” on the business. A positive trading update this morning predicted full year results to December 31 2020 will be “slightly above” the £60m forecast this summer. Construction and infrastructure is trading strongly delivering profit margins above 2% alongside a secured order book of £3.8bn. Fit Out has an order book 15% below last year’s levels but “this is more than offset by the value of projects at preferred bidder stage.”

Property market to remain during lockdown 2.0
Estate agencies in England will be able to remain open during the impending lockdown, the government has confirmed, allowing buyers and renters to continue attending viewings. The industry had faced uncertainty ahead of the new country-wide restrictions being brought in place from tomorrow (5 November). However, secretary of state Robert Jenrick has now written to the Federation of Master Builders and Home Builders Federation to confirm that the market will remain open.

Residential property searches by local councils have skyrocketed by as much as 1,400% as house hunters race to buy and beat the end of the stamp duty holiday. Kate Bould, managing director of Index West Midlands Property Information, says the current situation is ‘without doubt, unprecedented’. She fears the growing wait times for councils to process searches and information requests – circa 40 days – poses a ‘real threat that hundreds of homebuyers will miss out on saving as much as £15,000 on stamp duty’. “Some councils had already positioned themselves very well and consequently have coped with the huge upturn in the market,” she explains. “Typically, those that have not digitised and rely on older paper-based processes are the councils that are struggling to cope, and this is causing major delays for the home-buying process.” The current stamp duty holiday is die to end in March 2021
RETAIL:
M&S CEO: “Our performance has been more robust than seemed possible.”
Marks & Spencer has reported a “robust” performance for the first half of its financial year despite the Covid-19 pandemic and a £17.4m loss, with chief executive Steve Rowe vowing that the retailer is “taking the right actions to come through the crisis stronger”. Group revenue for the 26 weeks to 26 September 2020 was down by 15.8 per cent to £4.09bn, although the figure outperformed the company’s Covid-19 planning scenario of a 22.8 per cent reduction. Marks & Spencer also reported a pre-tax loss of £87.6m compared to a profit of £158.8m for the same period a year ago. The company said the pandemic has ‘accelerated its transformation’, with central leadership streamlined, along with store costs.

Travel advice updated for the Canary Islands
The Foreign Office (FCDO) has updated its travel advice for Spain to recognise new pre-travel testing requirements for any winter sun seekers heading to the Canary Islands. Authorities in the Canaries have agreed new entry protocols for tourist visitors, which will come into effect on 14 November. It comes after the UK government last month announced a quarantine-free Canary Islands travel corridor.
From 14 November, those travelling to the Canaries to stay in tourist accommodation must be able to produce certification of a negative Covid test taken no more than 72 hours before travel.
