HEADLINES
Pfizer-BioNTech vaccine 95% effective to be submitted for authorisation ‘within days’
Pfizer and BioNTech say they plan to submit the COVID-19 vaccine to the US regulator for emergency use approval “within days” before sharing with others around the world. The UK regulator, the Medicines and Healthcare products Regulatory Agency (MHRA), is poised to fast-track authorisation of the vaccine, which could mean it is rolled out to priority groups from mid-December.

BBC: Scotland imposes stricter lockdown for 2.3 million
Tougher restrictions are to be imposed in 11 of Scotland’s 32 council areas as concern grows over infection levels. The level four measures – the toughest on the nation’s coronavirus prevention scale – mean 2.3 million people will be told to stay at home as much as possible and not visit friends and family. Pubs, gyms, restaurants and non-essential shops will have to close. The “short and sharp” lockdown will take place across west and central Scotland – including Glasgow – from Friday until 11 December. Also from Friday, people in all level three and four areas of Scotland will be banned in law from travelling outside their own council areas. Read more about level four rules in Scotland.
Forces in England and Wales can resume issuing £10,000 fines for breaches of Covid rules on gatherings of more than 30 people, police chiefs have said
On Friday the NPCC advised forces to temporarily issue a court summons rather than a fixed penalty notice. There were concerns about a potential disparity between the amount being paid by some upfront, compared to those who challenged the fixed penalty in court. The National Police Chiefs’ Council said this issue had now been addressed. A spokesman said: “Following discussions with government, the issue we flagged last Friday has been fully addressed, and forces are advised that they can resume issuing £10,000 FPNs [fixed penalty notices] where appropriate.”
National Audit Office: Ministers must be clear in deals done to secure supplies of personal protective equipment at the start of the coronavirus crisis.
The NAO says normal standards of transparency were set aside in the awarding of £18bn worth of Covid-19 contracts, and firms recommended by MPs, peers and ministers’ offices were given priority. More than £10bn of business was awarded without a competitive tender process and not enough was done to address potential conflicts of interest, the NAO said. The report comes after it emerged a Spanish businessman who acted as a go-between to secure protective garments for NHS staff was paid $28m (£21m) in UK taxpayer cash. The government acknowledged it had procured services with “extreme urgency”, but still had “robust processes in place”.

Greater Manchester leaders unveil plans for post Covid-19 recovery
Insider: The Greater Manchester Local Enterprise Partnership (LEP) – the organisation which brings together the private and public sectors to support business growth – has today set out a bold new vision for a greener and fairer Greater Manchester.
Elise Wilson, leader of Stockport Council and GMCA portfolio lead for economy and business, said:
“We’re at a pivotal moment, with the pandemic providing an opportunity to build back better by setting a new course for Greater Manchester’s economy. “Our plan sets out the first steps towards achieving an economic recovery that puts people first. We must build on our world-class strengths, become a digitally-enabled city-region and ensure the benefits of economic growth are felt by all.”

Councillors in Stockport have voted to defer their decision on approving the latest iteration of the Greater Manchester Spatial Framework.
The plan sets out the city-region’s ambitions for housing and economic development through to 2037, but has been criticised for the potential loss of green belt land, particularly in Stockport where it expects 1700 new homes in Heald Green, 500 in High Lane and 750 in Woodford could be built in the next 17 years. The Spatial Framework has been redrawn twice due to concerns from across Greater Manchester of over-development. The plan’s latest version saw a proposed expansion to Bredbury Park Industrial Estate reduced in size due to local concerns. Councillors voted 37 for and 26 against deferring their decision on the plans in a virtual meeting on 17th November. Deferment was backed by Labour, Conservative and Independent groups. Hazel Grove MP, William Wragg, whose constituency includes many of the areas earmarked for development, urged his Conservative colleagues on the council to reject the plan entirely.
Stockport now has the lowest coronavirus infection rate in Greater Manchester -and falling – but some ‘hotspots’ are still a cause for concern.
The latest figures show that the borough’s infection rate dropped by 17pc to 337 case per 100,000 people during the week to November 11. It has sparked hopes that it could soon fall below the national average, which currently stands at 270.
But while the signs are highly encouraging – areas such as Bramhall South and Woodford and Hazel Grove West are already well under that figure – rates in other places remain stubbornly high, and are continuing to climb including Heald Green, Gatley South and Cheadle West

Resi sector stable as Manchester house builder reaches 100th completion Manchester-based Hollins Homes is celebrating its 100th completion, following continued business growth and increased demand for homes due to the stamp duty holiday. Since its inception in 2015, Hollins Homes has delivered 100 homes across three developments in Lancashire and Shropshire. Its Whitchurch development – The Orchards – in Shropshire marks the milestone and was the final home to sell on the five-home scheme. The company, along with its development arm Hollins Strategic Land, works closely with chartered landscape architect and environmental planner Influence, and credits the firm for enabling its success with its specialist expertise. With the housebuilder now active on three additional sites across the country, and further schemes in the pipeline for 2021 and beyond, it is planning to expand its site teams with at least two new hires per site going forward.
Business monitor report shows fall in North West customer demand
Accountancy trade body, the Institute of Chartered Accountants in England and Wales (ICAEW), has reported that businesses in the North-west have growing concerns for customer demand in its latest Business Confidence Monitor. The latest ICAEW figures found 56% of businesses in the North-west cited falling customer demand as a growing source of difficulty for trading. Both domestic sales and exports have contracted due to the impact of the coronavirus pandemic worldwide, which has seen the region experience larger contractions to output than during the 2008 financial crisis.

The prime minister has set out plans for a so-called “green industrial revolution”, including a UK-wide ban on the sale of new cars wholly powered by petrol and diesel by 2030. Property boom in a third of UK cities
A third of the UK’s largest cities are experiencing a property boom, according to research from leading letting firm Apropos. It looked at year-on-year data to find the number of properties advertised for sale rose by between 1% and 40% in seven of Britain’s 20 largest cities. Edinburgh saw the largest increase with 40% more homes available since last year. Bradford appeared at the bottom of the table, with 28% fewer properties compared to 2019. There are almost as many double-digit increases in properties advertised as there are large decreases, with the remainder in between.
RETAIL:
Halfords moves up a gear with 9.6% revenue uplift thanks to cycling boom
Motor parts and bicycle retailer Halfords has reported a “very strong” first half of the year following increased popularity of cycling during the pandemic.
The company has published its interim results for the 26 weeks to October 2, which saw an almost double-digit revenue increase despite the disruption caused by COVID-19. Group revenue was up by 9.6 per cent on the previous year, with underlying pre-tax profit of £56.0m – a year-on-year increase of £30.1m. The firm, which was classified as an essential retailer by the government during lockdown, has seen its dip in motor activity offset by a growing demand for cycling equipment.
