HEADLINES
UK economy bounces back from recession with 15.5% growth in July to September, but GDP remains below pre-Covid level.
The UK economy has seen a growth of almost a fifth during the third quarter of the year despite the disruption of the COVID-19 crisis. The Office for National Statistics (ONS) has reported that GDP grew by 15.5% between July and September, in the period between national lockdowns.
According to the ONS, nominal GDP increased by 12.6 per cent in Q3 of 2020 – its largest quarterly expansion on record. The increase marks the first economic uplift after two consecutive quarterly falls, but that the economy has not recovered to pre-pandemic levels. Jonathan Athow, deputy national statistician for economic statistics, commented: “While all main sectors of the economy continued to recover, the rate of growth slowed again, with the economy still remaining well below its pre-pandemic peak.”

The Eat Out to Help Out and an ease out of lockdown for most businesses had a major impact on Q3 figures of +15.5%. However, more closures, either temporary or permanent, low footfall, loss of custom, lockdown for many independents are likely to have more negative impact. But retailers, especially among the independents, argue that retail is safe and current closures are affecting smaller independents as opposed to larger retailers including supermarkets. The hospitality sector also argues that is has safe spaces evidenced during the summer when premises reopened with no resulting spikes. The sectors argue that rises in cases happened when people returned to university and school in September and early October.
Robert Jenrick reveals take-up of Kickstart scheme
Speaking on BBC Breakfast this morning, Mr Jenrick announced that theer are 19,000 young people now enrolled on the Kickstart scheme. Predominantly these have been in areas that have seen growth since the pandemic outbreak in March where there are good employment opportunities. 4,000 employers are already signed up to the scheme. He also reiterated that one priority for Government is to ensure young people have good career opportunities in sectors that are performing well. For instance, in the housing and construction sector where the market is more robust and resilient; in technology, healthcare and life sciences and in online retail where companies had found new ways of working. The work-based placements are for a minimum 6 months after which it is hoped workers on the Kickstart scheme may be retained. Mr Jenrick added that “after this time, they will have enhanced their CV and be in a better position to gain employment than they would have been without such a scheme.” Without the scheme he said longer-term career prospects would be set back without this opportunity of support into employment.

GM Chamber Seventh COVID-19 Recovery Tracker
The GM Chamber Recovery Tracker is a fortnightly survey designed to help track the current performance of business as we move into the next phase of the Coronavirus pandemic. Infrastructure and housing back to pre-pandemic levels
Construction output continued to grow more steadily in September rising by 2.9% compared with last month. The latest figures confirm the rebound has slipped down a gear after big gains in the summer but the industry continues to make steady progress in returning to more normal activity levels.
Monthly output change:
April -41%; May +9%; June +22%; July +17%; August +3%; September +2.9%
Both infrastructure and private housing are leading the recovery with September output finally exceeding pre-pandemic levels in February. All other types of work in September have yet to return to more normal levels, with public new housing the furthest below its February 2020 level at 29.4%. New orders in the third quarter to September are 0.6% up on the same period last year. The highlight in the latest three-month order figures came from the depressed commercial sector which showed signs of stirring back into life, up 16% on last year’s Q3 level.

Coronavirus barely dented sales and rental markets – RICS
The latest Royal Institution of Chartered Surveyors review of sales and rentals, often amongst the most pessimistic of analyses, says Covid 19 has “barely dented” the market. The data, released this morning, says demand for properties and the flow of new homes listed for sale across the UK remained strong over the past month.
During October, the number of people looking to buy property increased for the fifth consecutive month, with a net balance of 46 per cent of surveyors citing an increase in new buyer enquiries. In keeping with the rise in demand, the number of new properties being listed for sale also increased for the fifth successive month with a net balance of 32 per cent of respondents reporting a rise in new instructions. This constitutes the longest run of growth seen in the RICS monthly survey since 2013. The institution notes that the number of properties sitting on estate agents’ books remains relatively low in the historical context, although October saw average stock levels move up from 42 to 43 per branch.
RETAIL:
BBC asks are retailers facing Covid-19 on a level playing field
Six weeks out from Christmas, with most retailers forced to shut, some stores deemed ‘essential’ seem to be exploiting a loophole and accused of taking advantage of smaller store closures to cash in on seasonal demand.
One retail chain boss complains “rushed legislation” has left a “very unfair playing field” and Sheffield toy store owner Hellen Stirling Baker agrees. She says her local supermarket is packed with children’s playthings. “Big supermarkets are capitalising on the fact they are able to sell non-essential goods alongside their essentials,” she tells us. Similarly, while bookshops are shut, large newsagents such as WH Smith can continue trading in line with government guidance. However, it argues it isn’t really benefiting, since lockdown has left fewer shoppers on the High Street. The government insists restrictions are necessary to slow the spread of coronavirus and says those forced to close can access financial help.

TUI Commercial Chief optimistic despite Government’s ‘slow’ testing response
Speaking during a WTM Virtual session, Richard Sofer, Tui UK and Ireland commercial and business development director, said the constant change of messages from the government had caused issues.
“A decision taken on the Monday, very quickly, you might need to reverse on Tuesday.”
An example was the brief reopening of the Canaries. “We were able to put flights back on two days later; then only 10 days later, to be undone by lockdown. It’s meant you have constantly had to make quick decisions.”
