There have been over 4.4 million confirmed cases of coronavirus in the UK and more than 127,500 people have died. More than 50 million vaccine doses have been received across the UK to 5th May and more than 34.7 million people have had their first dose of a coronavirus vaccine. Over 16 million people have had both their first and second jab. The average number of daily infections in the UK has continued to decline but is flattening. A further 2,613 confirmed cases in the UK were announced by the government yesterday, Thursday.

Holiday Inn owner predicts “sustained growth” as demand picks up internationally
An international hotel group has reported that it has seen a “noticeable pick-up” in demand as the impact of the pandemic lessens. InterContinental Hotels Group, based in Britain, said that its revenue per available room (RevPAR) for the first quarter of the year has begun to rise after a dip last year.
The company, which owns the Holiday Inn chain of hotels, said that its venues in the Americas are driving its recovery, with RevPAR increasing by 7 per cent compared to the last half of 2020. During the period, the group opened an additional 56 hotels, which it said broadly offset the 61 it closed.
It predicts that it will see “sustained growth” over the next year as travel restrictions lift and the economy improves.
Statement on AstraZeneca COVID-19 vaccine following JCVI update
The government’s statement following updated advice from the Joint Committee on Vaccination and Immunisation (JCVI):
A government spokesperson said:
– the Oxford/AstraZeneca vaccine is safe, effective and has already saved thousands of lives in the UK and around the world
– the benefits of the vaccine far outweigh the risks for the vast majority of adults
– as a precaution, it is preferable for people under the age of 40 with no underlying health conditions to be offered an alternative vaccine
– more than 50 million vaccines overall have already been administered
– everybody who has already had a first dose of the Oxford/AstraZeneca vaccine should receive a second dose of the same jab except for the very small number of people who experienced blood clots with low platelet counts following their first vaccination
– when people are called forward, they should get their jab. Vaccines are the best way out of this pandemic and provide strong protection against COVID-19.
Under 40’s to be offered alternative to AZ vaccine
Most adults under the age of 40 will be given an alternative to the Oxford-AstraZeneca vaccine due to a link with rare blood clots. The UK’s medicines safety regulator says there have been 242 clotting cases and 49 deaths, with 28.5 million doses of the vaccine administered. But the risk is slightly higher in younger age groups. Low levels of coronavirus cases and the availability of alternative vaccines have also informed the decision.
Coronavirus and the social impacts on Great Britain: 7 May 2021
Indicators from the Opinions and Lifestyle Survey covering the period 28 April to 2 May 2021 to understand the impact of the coronavirus (COVID-19) pandemic on people, households and communities in Great Britain:
- Compliance with most measures to stop the spread of the coronavirus (COVID-19) remained high, with 87% of adults reporting handwashing when returning home (same as last week) and 98% using a face covering (97% last week); however, the proportion of adults avoiding physical contact when outside their home has fallen to 82%, which is the lowest it has been since between 9 and 13 September 2020 (81%)
- Just over 1 in 5 (21%) adults reported staying home or only left for work, exercise, essential shopping or medical needs in the past seven days as restrictions ease; a continued fall since January 2021 (65% between 13 and 17 January).
- More people were leaving home in the last seven days to use services that were previously closed during lockdown; for example, among adults who left home, 17% visited a hair salon or barber (compared with less than 1% in the week ending 10 January 2021 when businesses began to close); 28% shopped for things other than necessities (compared with 6% in January) and 10% took children to and from activities (compared with 1% in January).
- Over half (56%) of adults met up with someone outdoors not in their household, childcare or support bubble in the last seven days; similar to last week (57%) and a notable increase from the 19% reported between 10 and 14 March 2021, while adults meeting up indoors has remained relatively stable over time (10% this week and 13% between 10 and 14 March).
- 6 in 10 (60%) adults reported leaving home for work in the past seven days; a continued increase from last week (58%) and since mid-February 2021 (44% in the period 10 to 14 February) and returning to similar proportions as October 2020 (60% between 14 and 18 October).
- Personal well-being levels are generally yet to recover to pre-pandemic (February 2020) levels and were relatively stable this week; happiness fell slightly (7.0 this week, 7.1 last week and 7.2 in February), anxiety increased slightly (3.9 this week, 3.8 last week and 3.5 in February), life satisfaction remained the same (7.0 this week and last week, 7.3 in February) and feelings that the things done in life are worthwhile improved slightly (7.4 this week, 7.3 last week and 7.6 in February).
- Positive sentiment towards the COVID-19 vaccine remained high; 93% of adults reported they had now either received a vaccine or would be likely to have a vaccine if offered; a similar proportion to last week (94%).
- Over 6 in 10 (65%) adults reported to have received at least one dose of the COVID-19 vaccine, which includes nearly 3 in 10 (28%) adults reporting to have received their second dose.

IFF Research have been commissioned to conduct a qualitative study to explore attitudes to COVID-19 vaccines and vaccination roll-out among groups who refuse, are unsure about, or experience barriers to accessing the vaccine.
UK leads electric vehicle revolution with new half-a-million milestone
The government has announced that the UK is leading the way with the move to electric vehicles after reaching a ‘major’ milestone. Figures released on 5 May, have shown that over half-a-million ultra-low emission vehicles are now being driven on roads across the country. This comes as statistics from the Society of Motor Manufacturers and Traders (SMMT) show that 13.6 per cent of new cars sold in the past 4 months had a plug, with ultra-low emission cars accounting for more than 1 in 10 sales last year – up from 1 in 30 the year before.
Transport Secretary Grant Shapps commented:
“As hosts of COP26, we want to drive decarbonisation on the global stage, which is why we’re going further and faster to make the journeys of our future as clean as possible. With news that the half-a-million milestone has now been met, together with the UK now having the second largest EV market in Europe, it’s clear that the shift to green motoring is accelerating at speed. The government has pledged a £2.8bn package of measures to support industry and drivers to make the switch to cleaner vehicles. This will help us meet our climate change obligations, improve air quality in our towns and cities and support economic growth, with vehicles built here in the UK.”

Manchester City Market Place Careers Fair
Manchester City is hosting a two day ‘Market Place’ jobs fair at the Etihad Stadium on the 2nd ad 3rd of July with over 170 organisations from Greater Manchester who are actively recruiting invited to take part. The event, which will be the first of its kind in Manchester, is aimed at matching local people with viable job opportunities and will showcase pathways into new careers and training courses. Court rules remote meetings cannot continue after May 7th
The High Court has ruled that from May 7, council meetings in England must take place “in person” – dashing hopes that remote meetings would be able to continue after the coronavirus restrictions. LGC understands that the shadow cabinet’s request to work with the government to find space in the legislative timetable to discuss allowing local government remote meetings to continue has also been turned down. The case brought by The Association of Democratic Services Officers, Lawyers in Local Government and Hertfordshire CC concerned whether councils already have the powers needed to hold online meetings through flexibility in current laws which date back to 1972. It received the backing of Communities Secretary Robert Jenrick. The judgement by Dame Victoria Sharp, President of the Queen’s Bench Division, and Mr Justice Chamberlain concluded: “The Secretary of State was correct in November 2016 and July 2019 to say that primary legislation would be required to allow local authority “meetings” under the 1972 Act to take place remotely. In our view, once the flexibility regulations cease to apply, such meetings must take place at a single, specified geographical location; attending a meeting at such a location means physically going to it; and being “present” at such a meeting involves physical presence at that location.

Costs of overseas holidays could jump up this summer
While many people are desperate for a foreign holiday, industry figures warn jetting overseas could prove costly this year. With so many restrictions on international travel, airlines have significantly reduced the number of flights they operate. And uncertainty makes it hard for them to plan to bring planes back into service, says Booking.com’s Glenn Fogel. As a result, he says, holiday prices are “already going up”. Aviation analyst John Grant, from travel data provider OAG, says when restrictions are eased “the airline algorithms will detect an uptick in demand and move prices up accordingly”.

Stockport Council details of Government’s Restart Grant
The Restart Grant scheme supports businesses in the non-essential retail, hospitality, leisure, personal care and accommodation sectors with a one-off grant, to reopen safely as COVID-19 restrictions are lifted.
The Restart Grant will be split into two strands:
– Strand one will be for non-essential retail businesses that may be entitled to a one-off cash grant of up to £6,000.
– Strand two will be for hospitality, accommodation, leisure, personal care and gym businesses that may be entitled to a one-off cash grant of up to £18,000.
Strand 1 Businesses that have a rateable value:
- of £15,000 or less on 1 April 2021 will receive a payment of £2,667
- between £15,001 and £50,999 on 1 April 2021 will receive a payment of £4,000
- of £51,000 or more on 1 April 2021 will receive a payment of £6,000
Strand 2 Businesses that have a rateable value:
- of £15,000 or less on 1 April 2021 will receive a payment of £8,000
- between £15,001 and £50,999 on 1 April 2021 will receive a payment of £12,000
- of £51,000 or more on 1 April 2021 will receive a payment of £18,000
Discretionary Grant Scheme – Additional Restrictions Grant
The Council launched an Economic Recovery Fund on 26/03/21, which provides 5 new business grants through the Additional Restrictions Grant funding.
Applications for the current Additional Restrictions Grant scheme, and the Micro-Business grant scheme will close on 30/04/21 and no further applications will be accepted for these original ARG schemes after that date.
The new Economic Recovery Fund ARG schemes are:
- The Stockport Economic Recovery Boost Grant
This grant will be provided to businesses that have been successful in applying for the original ARG scheme for closed businesses that have separate commercial premises with ongoing costs. Businesses do not need to apply for this scheme as their details are already held and will be used to identify eligible businesses which will be contacted during April 2021 about their further grant payment under this scheme.
This grant is to support smaller, independent retail operators with premises in the market place and Underbanks area only, to reopen and restart their businesses.
This is a one-off fixed grant of £3,000 for each business that successfully applies.

- The Stockport Economic Recovery Locality Boost Grant
This grant is for district centre trading associations, or their equivalent, to bid in to for their local areas to run stimulus events to drive local footfall and customers into local areas to use local businesses that are reopening.
Where localities do not have training associations that can lead a bid, an equivalent lead accountable body or local business will need to be agreed by businesses in that locality to lead as the single point of contact for their area.

Coronavirus Roadmap out of lockdown – what and when?
From 29 March, rules were relaxed:
- People will be allowed to meet outside, either with one other household or within the “rule of six”, including in private gardens
- The stay at home rule will end, but the government will urge people to stay local as much as possible
- Outdoor sport facilities will reopen, including golf courses and tennis and basketball courts, and formally organised outdoor sports can restart
- Weddings attended by up to six people can take place in any circumstances
Stage two – on Monday 12th April rules were further relaxed:
– All shops allowed to open, along with close-contact services, including
hairdressers and beauty salons (including in people’s homes)
– Restaurants and pubs allowed to serve food and alcohol to customers sitting
outdoors
- Gyms and spas can reopen, as can zoos, theme parks, libraries and community centres
- Members of the same household can take a holiday in the UK in self-contained accommodation
- Weddings attended by up to 15 people can take place
Stage three (no earlier than 17 May):
- People can meet in groups of up to 30 outdoors
- Six people or two households can meet indoors
- Pubs, restaurants and other hospitality venues can seat customers indoors
- Up to 30 people can attend weddings or other life events, like christenings
- Remaining outdoor entertainment, such as outdoor theatres and cinemas can open
- Indoor entertainment such as museums, theatres, cinemas and children’s play areas can open
- Performances and large events can restart, but with limits on audience numbers
- Hotels, hostels and B&Bs can reopen
- International leisure travel may resume
- Adult indoor group sports and exercise classes can restart
- Stage four (no earlier than 21 June):
- All legal limits on social contact will be removed
- No legal limits on the number of people who can attend weddings, funerals and other life events
- Nightclubs will be allowed to reopen

Repayment period for Bounce Back Loans extended to ten years
Businesses that took out government Bounce Back loans to help them through the Coronavirus crisis now have more time to repay. Companies will be contacted with options to extend the length of the loan from six to 10 years as part of a new ‘pay-as-you-grow’ initiative. The new proposals give businesses three new options:
1. Extending the length of the loan from six years to 10;
2. Making interest-only payments for six months, then repaying the principal on a phased basis with other interest-only periods;
3. Delaying repayments entirely for up to six months.
