Tier 3 to remain in place across whole Greater Manchester region
Health Secretary Matt Hancock has announced that Greater Manchester, along with most regions in England will remain in the higher tier 3 level of restrictions for at least the next two weeks. Only two areas in England have been placed in lower tiers following the Governments reassessment on Wednesday 16th December: Bristol & North Somerset where the rate of infection has fallen to 121 per 100,000 and Herefordshire will be placed into tier 1 after rates fell to 45 in 100,000. A number of regions across the south and south east of England have been reassigned to tier 3. Matt Hancock says there are 18,038 people in hospital with coronavirus across the UK and that the colder, winter months are always the most difficult for people’s health. “We’ve come so far, we mustn’t blow it now,” he adds.
The Government uses 5 published criteria when assessing the tier restrictions being placed on each area:
1. Case detection rates in all age groups
2. Case detection rates in the over 60s
3. The rate at which case numbers are rising or falling
4. Positivity rate (the number of positive cases detected as a percentage of tests taken)
5. Pressure on the NHS

Revenues fall for bar operator after ‘challenging year’
Revenues have dipped at North West based Revolution Bars Group on the back of the listed bar operator being hit by an “immensely challenging” year.
For the 52 weeks to 27 June 2020, total income fell from £151m to £110m at the company, while statutory pre-tax losses widened from £5.6m to £31.7m. The group’s bars were closed throughout the final 14 weeks of the trading period. Chief executive Rob Pitcher noted that prior to the onset of the pandemic, the group was reaping the rewards of the workstreams introduced last year to improve performance. There are a number of business grant schemes available that cover different periods of time and different situations, such as being under national lockdown.

The Council currently has two live business grant schemes – both for businesses that have a business rates liability, and they are for the following circumstances:

Payments made to those venues that were require to close in March 2020 and have remained closed since, e.g.: Nightclubs. Payment will be made for the period 1st to 4th November. Eligible businesses will be entitled to receive a National Lockdown grant from 5th November 2020.
The Council’s Discretionary Grant Schemes for businesses are now open for applications.
There are two schemes available for eligible, qualifying businesses:
- The Local Restrictions Support Grant (for open businesses), and;
- The Additional Restrictions Grant (for the latest period of National Restrictions from 04/11/20 and 02/12/20)

Redrow is anticipating a strong 2021 as the company looks to move away from a year of uncertainty.
Chief executive Matthew Pratt noted that the company entered the new financial year “buoyed by the anticipation of the Covid-19 vaccine rollout”:
“We are very excited about 2021,” he said. “We remain optimistic about ongoing housing demand and consumer confidence. Along with the pandemic, 2020 has also been plagued by Brexit uncertainty, as negotiations and parliamentary gridlock continued throughout the year. With both sides of the negotiating table committed to continuing talks, we hope that further clarity will be achieved in the coming days. This would be welcome news to buyers, as well as our suppliers and construction workers on the ground.” Mr Pratt added that “further indecision” in the New Year “threatens to hold the market back for months to come”.
Coronavirus lifestyle changes play into the hands of BTR market
One of the largest players in the Build To Rent sector, Legal & General, says it’s to have a second significant development in Birmingham. It’s spending £100m on 395 BTR flats at Hockley Mills in the Jewellery Quarter conservation area. This is L&G’s 16th BTR site across 11 cities, consisting of 5,300 apartments; so far it claims to have committed over £2 billion to the sector. The company says:
“As Covid-19 drives secular changes and a fundamental rethink of many areas of the real estate sector, BTR has continued to deliver a stable income return throughout the crisis. The national lockdown, and subsequent social distancing measures, have had a significant impact on economic activity. For BTR, rent collection levels remain high with Knight Frank estimating that 95 per cent of rent in the BTR sector was collected in the second quarter of the year.”
Business Interruption Insurance – agents must wait even longer
The hundreds of estate and lettings agencies involved in various Business Interruption Insurance policies must wait even longer to find their fate.
A Supreme Court appeal completed a four day hearing on the issue last month, which had followed a High Court ruling back in September favouring policy-holders against insurers who claimed their BI policies did not include Coronavirus.
The Financial Conduct Authority represented policy holders against eight insurance firms which had argued – unsuccessfully at the High Court – that the pandemic was not a valid reason for paying out on policies. The FCA says the test case that it promoted affects claims by some 350,000 small and medium sized firms including hundreds, possibly even thousands, of agencies. It was thought likely that a final verdict from the Supreme Court judges would be revealed before the end of the year but now a statement from the FCA says: “We have been informed by the Supreme Court that it will not be in a position to hand down the judgment before January 2021.”

Hospitality venues in England are now legally required to enforce the rule of 6 or face a fine of up to £4,000.
