There have been over 4.4 million confirmed cases of coronavirus in the UK and sadly over 127,000 people have died. More than 50 million vaccine doses have been received across the UK to 3rd May and more than 34.6 million people have had their first dose of a coronavirus vaccine. More than 15 million people have had both their first and second jab. The average number of daily infections in the UK has continued to decline but is flattening. A further 1,946 confirmed cases in the UK were announced by the government yesterday, Tuesday.

Weekly coronavirus deaths in UK fall to lowest level since October
The UK has recorded its lowest number of deaths involving coronavirus since last September, according to the Office for National Statistics. A total of 290 deaths involving Covid-19 were registered in the week to 13 April – 112 fewer than in the previous week and the lowest weekly figure since last September.
Overall, there were 11,349 deaths registered in the UK in the week to 13 April, 4% below usual levels.
Covid cases among Indian G7 meeting delegation
Two Covid cases have been confirmed among the Indian delegation to a meeting of foreign ministers in London. India’s foreign minister says he “was made aware yesterday evening of exposure to possible Covid positive cases”. He says he will conduct his upcoming engagements virtually “as a measure of abundant caution and also out of consideration”. It comes as deaths in India continue to rise fast, fuelled by a new variant. G7 powers – UK, Canada, France, Germany, Italy, Japan and the United States – are meeting for their first face-to-face meetings in more than two years. Australia, India, South Korea and South Africa have also been invited as guests, as the UK tries to deepen ties with the Indo-Pacific region.
UK pledges £29.3m extra funding to fast-track vaccines that fight new variants
The NHS will be ready to deploy booster shots from September onwards, the vaccines minister has said. Asked about reports that over-50s will be offered a booster shot before winter, Nadhim Zahawi says that decision hasn’t been made yet. However, England’s chief medical officer Professor Chris Whitty is looking at the protection and durability of the current vaccines. He adds that ministers want to give scientists as many options for booster jabs as possible and deputy chief medical officer Jonathan Van-Tam is looking at whether people should be given a different vaccine as a booster to enhance protection.

New state-of-the-art labs will test the effectiveness of vaccines against new variants.
Update on international travel expected later this week
There will be an update on international travel later this week, the UK’s vaccines minister has confirmed. Nadhim Zahawi says the transport secretary will be setting out more detail about a new “traffic light system” later in the week. When the ban on non-essential travel is lifted, countries will be rated green, amber or red – with green having the fewest restrictions and red the most. The government has not yet published details of which countries will be on each list. Factors such as the presence of variants of concern, the scale of testing and the number of Covid cases will be considered. You can read more about the rules on international travel here.

CONSTRUCTION:
BAM Construction has dished out almost £150m worth of package contracts to North West firms on its record-breaking Manchester arena job.
The main contractor has just moved into a full contract worth over £250m for the newly-named Co-op Live project, after completing extensive enabling works.
The project team has committed to procure locally from Manchester and the wider North West region, with a dozen firms from the region already engaged.
The arena’s striking façade and roof are to be delivered by Cheadle-based Prater.

Mortgage lending soars as stamp duty buying boom goes on
Mortgage lending has shown the biggest net increase on record according to the Bank of England. Mortgage borrowing in March rose by a net £11.8 billion pounds, the strongest since BoE records began in April 1993. Lenders approved 82,735 mortgages in March – some 5,000 fewer than in February – but the March 2021 figure was 45 per cent up on March 2020. Reaction from the industry has been swift and supportive.
Government admits 700,000 will use Breathing Space debt delay
The government has admitted that “hundreds of thousands” of people will use the new Breathing Space system, during which they cannot be chased for outstanding debt. John Glen, Economic Secretary to the Treasury, says: “We’re determined to tackle problem debt, but it is incredibly hard to get your finances back on track when your debts are piling up and you’ve got creditors at the door.
“This scheme will give people a breathing space from charges, distressing letters and bailiff visits, so they can tackle their problem debt with support from a professional debt advisor. And to help people going through a mental health crisis, which is too often linked to financial problems, we’re bringing in stronger protections lasting beyond the end of their crisis treatment.”

Pandemic buying helps boost Boohoo sales to £1.7bn
Online retail giant Boohoo has revealed a surge in customer demand as revenues jumped 41 per cent to £1.7bn. The retailer said revenues grew across its established businesses across all territories with huge customer demand as numerous high-street-stores were closed at various points for lockdowns, and it made a number of acquisitions including Debenhams and three Arcadia brands – Dorothy Perkins, Burton and Wallis – which it bought earlier this year.

Stockport Council release details of Government’s Restart GrantThe Restart Grant scheme supports businesses in the non-essential retail, hospitality, leisure, personal care and accommodation sectors with a one-off grant, to reopen safely as COVID-19 restrictions are lifted.
The Restart Grant will be split into two strands:
– Strand one will be for non-essential retail businesses that may be entitled to a one-off cash grant of up to £6,000.
– Strand two will be for hospitality, accommodation, leisure, personal care and gym businesses that may be entitled to a one-off cash grant of up to £18,000.
Strand 1 Businesses that have a rateable value:
- of £15,000 or less on 1 April 2021 will receive a payment of £2,667
- between £15,001 and £50,999 on 1 April 2021 will receive a payment of £4,000
- of £51,000 or more on 1 April 2021 will receive a payment of £6,000
Strand 2 Businesses that have a rateable value:
- of £15,000 or less on 1 April 2021 will receive a payment of £8,000
- between £15,001 and £50,999 on 1 April 2021 will receive a payment of £12,000
- of £51,000 or more on 1 April 2021 will receive a payment of £18,000
Discretionary Grant Scheme – Additional Restrictions Grant
The Council launched an Economic Recovery Fund on 26/03/21, which provides 5 new business grants through the Additional Restrictions Grant funding.
Applications for the current Additional Restrictions Grant scheme, and the Micro-Business grant scheme will close on 30/04/21 and no further applications will be accepted for these original ARG schemes after that date.
The new Economic Recovery Fund ARG schemes are:
- The Stockport Economic Recovery Boost Grant
This grant will be provided to businesses that have been successful in applying for the original ARG scheme for closed businesses that have separate commercial premises with ongoing costs. Businesses do not need to apply for this scheme as their details are already held and will be used to identify eligible businesses which will be contacted during April 2021 about their further grant payment under this scheme.
- The Stockport Economic Recovery Market Place & Underbanks Independent Retailer Boost Grant
This grant is to support smaller, independent retail operators with premises in the market place and Underbanks area only, to reopen and restart their businesses.
This is a one-off fixed grant of £3,000 for each business that successfully applies.

- The Stockport Economic Recovery Locality Boost Grant
This grant is for district centre trading associations, or their equivalent, to bid in to for their local areas to run stimulus events to drive local footfall and customers into local areas to use local businesses that are reopening.
Where localities do not have training associations that can lead a bid, an equivalent lead accountable body or local business will need to be agreed by businesses in that locality to lead as the single point of contact for their area.
There will only be one application accepted and one grant, if successful, provided per locality. Businesses that wish to apply should email skladgrants@stockport.gov.uk asking for the eligibility and application guidance and application form for the Stockport Economic Recovery Locality Boost Grant.

Coronavirus Roadmap out of lockdown – what and when?
From 29 March, rules have been relaxed:
- People will be allowed to meet outside, either with one other household or within the “rule of six”, including in private gardens
- The stay at home rule will end, but the government will urge people to stay local as much as possible
- Outdoor sport facilities will reopen, including golf courses and tennis and basketball courts, and formally organised outdoor sports can restart
- Weddings attended by up to six people can take place in any circumstances
Stage two – on Monday 12th April rules were further relaxed:
– All shops allowed to open, along with close-contact services, including
hairdressers and beauty salons (including in people’s homes)
– Restaurants and pubs allowed to serve food and alcohol to customers sitting
outdoors
- Gyms and spas can reopen, as can zoos, theme parks, libraries and community centres
- Members of the same household can take a holiday in the UK in self-contained accommodation
- Weddings attended by up to 15 people can take place
Stage three (no earlier than 17 May):
- People can meet in groups of up to 30 outdoors
- Six people or two households can meet indoors
- Pubs, restaurants and other hospitality venues can seat customers indoors
- Up to 30 people can attend weddings or other life events, like christenings
- Remaining outdoor entertainment, such as outdoor theatres and cinemas can open
- Indoor entertainment such as museums, theatres, cinemas and children’s play areas can open
- Performances and large events can restart, but with limits on audience numbers
- Hotels, hostels and B&Bs can reopen
- International leisure travel may resume
- Adult indoor group sports and exercise classes can restart
- Stage four (no earlier than 21 June):
- All legal limits on social contact will be removed
- No legal limits on the number of people who can attend weddings, funerals and other life events
- Nightclubs will be allowed to reopen

Repayment period for Bounce Back Loans extended to ten years
Businesses that took out government Bounce Back loans to help them through the Coronavirus crisis now have more time to repay. Companies will be contacted with options to extend the length of the loan from six to 10 years as part of a new ‘pay-as-you-grow’ initiative. The new proposals give businesses three new options:
1. Extending the length of the loan from six years to 10;
2. Making interest-only payments for six months, then repaying the principal on a phased basis with other interest-only periods;
3. Delaying repayments entirely for up to six months.
