There have been almost 4.4 million confirmed cases of coronavirus in the UK and sadly over 127,000 people have died. Almost 33 million people have had their first dose of a coronavirus vaccine. Data shows almost 10 million people have had their second jab. The average number of daily infections in the UK has continued to decline but is flattening. A further 1,882 confirmed cases in the UK were announced by the government yesterday, Sunday.

BBC: Under-35’s bearing brunt of job crisis
Younger people continue to bear the brunt of the jobs crisis amid widespread cuts in sectors such as hospitality, official figures show.
In the year to March, 811,000 payroll jobs were lost in the UK, with under-35s accounting for 80% of these cuts. The data also showed the unemployment rate dipped to 4.9% in the three months to February – down from 5% previously.
This was despite most of the UK being under strict lockdown rules for at least some of the period. The Office for National Statistics (ONS) said the jobs market “remains subdued”, with five million people employed but still on furlough.

BFS OUTLINES £300M PANDEMIC RECOVERY FUND PLANS
Bibby Financial Services (BFS) has outlined plans for a £300m Pandemic Recovery Fund to support SMEs as lockdown restrictions are lifted over the coming months. Available through the firm’s invoice finance products, the initiative will be targeted at companies who are trading on credit terms with other businesses, supporting supply chains and those looking to access funding to drive growth. UK chief executive Ian Ramsden said: “We know the tremendous impact the Covid-19 pandemic has had on SMEs and supply chains across the UK over the past year.”

Transport for the North appoints new Chief Executive
A new leader has been appointed for the body tasked with improving transport systems across the North. Transport for the North (TfN) has appointed Martin Tugwell as its new chief executive, following an announcement that current leader Barry White is stepping down next month. Mr Tugwell is currently programme director at England’s Economic Heartland, which has won significant transport funding for the area around Oxford and Cambridge. He is also the current president of the Chartered Institution of Highways and Transportation. He will join TfN at a time when Northern leaders are complaining that the organisation’s budget has been cut and significant transport projects in the area have been either downgraded or cancelled.
Greater Manchester employers urged to upskill managers to better support workers
CIPD, ACAS and the Greater Manchester Employment Charter have collaborated to produce a new guide to help organisations upskill line managers. The three organisations, which all share a purpose of driving fair work opportunities, have produced the guide to help managers support an increasingly diverse and remote workforce. According to the guide however, only 40% of line managers receive any people management training and ‘management style’ is a main cause of work-related stress for many.
Northern powerhouse property market pulls ahead of the south
Collectively prices increased by a huge 9.8% in the North annually to January 2021, compared to 6.6% in the Midlands and 6.4% in the South. While prices are on the up in the North, it’s still relatively affordable for investors and owner-occupiers alike. Property prices average at £167,211 across the Northern regions, which is less than half the typical price in the South (357,257).
The North West (12.0%) has seen the steepest house price inflation, bringing prices to a typical £184,234, while the Yorkshire and the Humber (8.9% £179,248) and the North East (8.5% £138,151) aren’t far behind.
Rental yields strongest up North – despite slipping annually
Rental yields averaged at 5.2% in the North of England, compared to 4.1% in the Midlands and 3.8% in the South. Although strong rental growth in the region means rental yields have declined marginally year on year, the area remains the best bet for landlords, with the UK’s best rental yields found in Yorkshire and the Humber, at 6.0%.

“The North of England has long been where investors can get bang for their buck, and the study certifies why. Stronger rental yields, affordable prices for buyers and renters alike, as well as rising prices, make the region a hotbed of activity.
“The only surprise is that yields have fallen in the North, though if prices continue to rise in those regions that should dwarf a small decrease in yearly income.
“We’re pleased the so-called Northern Powerhouse appears to be becoming a reality, as more people seek to live and work in more affordable areas of England.”
Stockport travel company open doors as bookings soar
Travel agency, Barrhead Travel’s Stockport branch has reopened its doors to welcome back customers as lessening restrictions drive a boom in bookings.
The Scottish travel group’s Merseyway branch opened for the first time last year and have now begun welcoming back customers who are eager to book their first post-pandemic getaway. Over the last year, store manager Amanda Scott-Handley and her four-strong team have been working remotely to support customers impacted by Covid-19, but the Stockport travel agency is now open for both in-store and virtual appointments.
Lockdown easing gives shoppers first glimpse of Underbanks improvements
During the winter lockdown, works have carried on improvements to the public realm, including the road and footpaths, in the Underbanks area of the town centre. Phase two of the scheme has now been completed in the Lower Hillgate/Little Underbank area: new street furniture, new street lighting, new paving and a new road surface are now all in place. New street furniture and lighting between Royal Oak Yard and the roundabout at Great Underbank will also soon be installed.

End of furlough “won’t kill off the housing market bull run”
A leading analyst has told Knight Frank that the end of furlough this autumn is unlikely to kill off the housing market bull run. Savvas Savouri, chief economist at Toscafund, says: “This is not like previous recessions when whole communities were affected by the closure of a steel mill or a coal mine. “It’s also completely different from the global financial crisis when the collapse of banks and building societies had a localised impact. Every town and city has hospitality and retail venues and so no particular region will be left behind as the country emerges from this recession.”
Agents warned about cash crisis amongst renters under 40
Flatshare website SpareRoom says over a fifth of 18 to 24 years olds have moved back in with their parents to save cash during the pandemic – and one in nine people aged 25 to 40 have done the same thing. Its research reveals more than 27 per cent of people aged 18 to 40 have been forced to borrow money as a direct result of Covid-19 and for almost two thirds of these it’s the first time as adults that they have ever had to do this. On average, they borrowed £1,479.57 with a younger subset – the so-called Millennials – borrowing an average £1,836.05.

BBC: Primark shopper numbers back to pre-Covid levels
Primark has said the number of people visiting its stores in England and Wales last week after lockdown eased reached pre-pandemic levels.
The chain said the stores “delivered record sales” in the first week since reopening after more than three months.
Unlike most High Street retailers, Primark has no online operations.
As a result, the business has been hit hard by Covid restrictions and estimates it lost £1.1bn in sales while stores were closed.
However, it said more than half of its stores broke their own sales records

Moneysupermarket reports 20 per cent revenue drop as travel interest remains “negligible”
A British price comparison website has reported that its revenues dropped by 20 per cent in the first quarter of the year. Moneysupermarket Group, which specialises in comparisons of energy, financial services and insurance providers, saw revenues in the first three months of 2021 drop to £85.5m, down by 20 per cent from 2020’s £107.3m. The company said that contributions from its travel-focused arm, TravelSupermarket, remained “negligible”, while revenue within its financial division dropped by 26 per cent.

Stockport Council release details of Government’s Restart Grant
The Restart Grant scheme supports businesses in the non-essential retail, hospitality, leisure, personal care and accommodation sectors with a one-off grant, to reopen safely as COVID-19 restrictions are lifted.
The Restart Grant will be split into two strands:
– Strand one will be for non-essential retail businesses that may be entitled to a one-off cash grant of up to £6,000.
– Strand two will be for hospitality, accommodation, leisure, personal care and gym businesses that may be entitled to a one-off cash grant of up to £18,000.
Eligible businesses:
Non-essential retail
These are businesses that are open to the public and used for retail sale or hire of goods or services. This includes businesses that:
- were required to close during national restrictions from January 2021
- sell directly to consumer
Hospitality
These are businesses that provide a venue for the sale of food and drink. This includes businesses that:
- offer in-person food and drink services to the general public
- provide food and/or drink to be consumed on the premises, including outdoors
Leisure
These are businesses that provide opportunities, experiences and facilities, in particular for culture, recreation, entertainment, celebratory events, days and nights out, betting and gaming. This includes businesses that:
- provide in-person experiences in addition to goods
- rely on seasonal labour
- operate with irregular hours during the day, night and weekends
Accommodation
These are businesses that provide lodging for holiday, travel and other purposes.
Gym and sports
These are businesses where physical exercise, training, group sporting and athletic activities takes place. This may be on an individual or group basis, using exercise equipment or open floor space. This includes businesses that:
- offer in-person exercise and sport activities to the general public
- are open to members of the public paying an entry or membership fee
- offer exercise classes or activities
Personal care
These are businesses that provide a service, treatment or activity for the purposes of personal beauty, hair, grooming, body care and aesthetics, and wellbeing. This includes businesses that:
- deliver in-person holistic, beauty and hair treatments
- provide services such as tattoos and piercings
Businesses are not eligible if they:
- do not have a business property and do not pay business rates
- are in liquidation, dissolved, struck off or subject to a striking off notice
There are also businesses in strand two that are not eligible, these include:
- takeaway premises
- coach tour operators and tour operators
- dental services, opticians, chiropractors, osteopaths and other medical/health services
How much will businesses will receive?
Strand one
The Restart Grant will support non-essential retail premises with one-off grants of up to £6,000.
Businesses that have a rateable value:
- of £15,000 or less on 1 April 2021 will receive a payment of £2,667
- between £15,001 and £50,999 on 1 April 2021 will receive a payment of £4,000
- of £51,000 or more on 1 April 2021 will receive a payment of £6,000
Strand two
The Restart Grant will also support hospitality, accommodation, leisure, personal care and gym business premises with one-off grants of up to £18,000.
Businesses that have a rateable value:
- of £15,000 or less on 1 April 2021 will receive a payment of £8,000
- between £15,001 and £50,999 on 1 April 2021 will receive a payment of £12,000
- of £51,000 or more on 1 April 2021 will receive a payment of £18,000
Discretionary Grant Scheme – Additional Restrictions Grant
The Council launched an Economic Recovery Fund on 26/03/21, which provides 5 new business grants through the Additional Restrictions Grant funding.
Applications for the current Additional Restrictions Grant scheme, and the Micro-Business grant scheme will close on 30/04/21 and no further applications will be accepted for these original ARG schemes after that date.
The new Economic Recovery Fund ARG schemes are:
- The Stockport Economic Recovery Boost Grant
This grant will be provided to businesses that have been successful in applying for the original ARG scheme for closed businesses that have separate commercial premises with ongoing costs. Businesses do not need to apply for this scheme as their details are already held and will be used to identify eligible businesses which will be contacted during April 2021 about their further grant payment under this scheme.
This grant is to support smaller, independent retail operators with premises in the market place and Underbanks area only, to reopen and restart their businesses.
This is a one-off fixed grant of £3,000 for each business that successfully applies.

This is a one-off fixed grant of £5,000 for each business that successfully applies. - The Stockport Economic Recovery Covid Capital Grant
This grant is for businesses to apply for to make changes to premises and/or to buy additional kit to support reopening and operating in a covid secure way.

- The Stockport Economic Recovery Locality Boost Grant
This grant is for district centre trading associations, or their equivalent, to bid in to for their local areas to run stimulus events to drive local footfall and customers into local areas to use local businesses that are reopening.
Where localities do not have training associations that can lead a bid, an equivalent lead accountable body or local business will need to be agreed by businesses in that locality to lead as the single point of contact for their area.
There will only be one application accepted and one grant, if successful, provided per locality. Businesses that wish to apply should email skladgrants@stockport.co.uk asking for the eligibility and application guidance and application form for the Stockport Economic Recovery Locality Boost Grant.

Coronavirus Roadmap out of lockdown – what and when?
From 29 March:
- People will be allowed to meet outside, either with one other household or within the “rule of six”, including in private gardens
- The stay at home rule will end, but the government will urge people to stay local as much as possible
- Outdoor sport facilities will reopen, including golf courses and tennis and basketball courts, and formally organised outdoor sports can restart
- Weddings attended by up to six people can take place in any circumstances
Stage two (no earlier than 12 April):
- All shops allowed to open, along with close-contact services, including hairdressers and beauty salons (including in people’s homes)
- Restaurants and pubs allowed to serve food and alcohol to customers sitting outdoors Gyms and spas can reopen, as can zoos, theme parks, libraries and community centres
- Members of the same household can take a holiday in the UK in self-contained accommodation
- Weddings attended by up to 15 people can take place
Stage three (no earlier than 17 May):

- Six people or two households can meet indoors
- Pubs, restaurants and other hospitality venues can seat customers indoors
- Up to 30 people can attend weddings or other life events, like christenings
- Remaining outdoor entertainment, such as outdoor theatres and cinemas can open
- Indoor entertainment such as museums, theatres, cinemas and children’s play areas can open
- Performances and large events can restart, but with limits on audience numbers
- Hotels, hostels and B&Bs can reopen
- International leisure travel may resume
- Adult indoor group sports and exercise classes can restart
Stage four (no earlier than 21 June):
- All legal limits on social contact will be removed
- No legal limits on the number of people who can attend weddings, funerals and other life events
- Nightclubs will be allowed to reopen

Repayment period for Bounce Back Loans extended to ten years
Businesses that took out government Bounce Back loans to help them through the Coronavirus crisis now have more time to repay. Companies will be contacted with options to extend the length of the loan from six to 10 years as part of a new ‘pay-as-you-grow’ initiative. The new proposals give businesses three new options:
- Extending the length of the loan from six years to 10;
- Making interest-only payments for six months, then repaying the principal on a phased basis with other interest-only periods;
- Delaying repayments entirely for up to six months.
