There have been almost 4.4 million confirmed cases of coronavirus in the UK and sadly over 127,000 people have died. Almost 33 million people have had their first dose of a coronavirus vaccine. Data shows almost 10 million people have had their second jab. The average number of daily infections in the UK has continued to decline but is flattening. A further 1,882 confirmed cases in the UK were announced by the government yesterday, Sunday.

95% mortgage – new government scheme launches today
From today buyers will be able to purchase properties worth up to £600,000 with just a five per cent mortgage, under a government guarantee scheme. First time buyers and existing homeowners will be able to take advantage and a growing number of mortgage lenders have come forward to take part – most recently Halifax, which over the weekend revealed it would launch its 95 per cent deals today as well. Zoopla says greater availability of 95 per cent mortgages will have the biggest benefits for buyers in lower value markets in northern England and Scotland.
EY: CEO’s understand transformation cannot be delayed following Covid pandemic
“Technology has been the common denominator for most organization’s resilience amid the pandemic. Interestingly, the traditional and analogue businesses, that were initially struggling at the start of the crisis, have accelerated the adoption of new digital technology and led the spend on tech and data. We are now seeing more of a hybrid business model as CEOs continue seek to plan for any future partial or full lockdowns. As vaccine roll out programs start to bring hope that we may be turning the tide, we are now seeing businesses shift their focus to assess how they can ‘win-in-turn’ and this is driving investment plans over the next 12 months.”
More than two-thirds (68%) of CEO respondents from the world’s largest companies say that they plan to take on a major investment in data and technology over the next 12 months, while 61% plan to undertake a major transformation initiative over the same period, according to the global EY CEO Imperative Study 2021.The survey of 305 CEOs (from the Forbes Global 2000) also found that within three years, 42% of respondents expect to make changes to their organization’s risk management processes.

Greater Manchester Fire and Rescue Service (GMFRS)helps businesses reopen safely
Greater Manchester Fire and Rescue Service (GMFRS) is reminding local businesses across the city-region about its specialist fire safety team that can help ensure premises remain fire safe as well as Covid-safe. As non-essential retail re-opens in line with the Government’s roadmap, the local fire service is reminding businesses to ensure their fire risk assessments are up-to-date with any changes brought about by implementing Covid-safe practices. It is important that when changes in measures to control the spread of Covid-19 are implemented following Government guidance, they are also considered in the context of your premises’ fire risk assessments to help manage and mitigate the risk of fire as much as much as reasonably practicable. Any significant changes identified should be recorded where necessary and actioned as required within appropriate timescales.

New guide highlights behaviour traits all good managers must adopt as its revealed that ‘management style’ is a main cause of stress for many
Three leading organisations – with a shared purpose of driving good and fair work opportunities in Greater Manchester – have collaborated to produce a new guide full of insight and resources to upskill line managers and support an increasingly diverse and remote workforce. According to the guide, only 40% of line managers receive any people management training and ‘management style’ is a main cause of work?related stress for many. Soft skills in hard times: why good people management matters more than ever’ – developed by the CIPD, Greater Manchester Employment Charter and ACAS – highlights the skills and behaviours managers must develop to engage staff in productive work, support their health and wellbeing, as well as encourage learning and development and an inclusive workplace culture, where conflict is resolved quickly and compassionately. Universal Covid-19 testing now available free for all Stockport adults
All adults in Stockport are now able to access rapid Covid-19 testing, even if you do not have symptoms. Lateral flow testing gives a result in just 30 minutes, and can be taken at testing sites or collected to be taken at home. Adults will be able to claim two free tests every week, as the government prepares for the next stage in its roadmap out of lockdown, which includes the return of non-essential shops, gyms, salons and outdoor hospitality. Need a rapid lateral flow test? Find out where your local testing site is, or see the collection points available across the borough here. Alternatively, look out for our Mobile Testing Unit – an upcycled yellow school bus that offers safe testing at various spots across Stockport twice a week.
You should only get a lateral flow test if you do not have symptoms. If you have any symptoms of coronavirus: a new continuous cough, a high temperature or loss of taste or smell, you still need to get a PCR test. This must be taken at a test centre You should self-isolate until the results come through. If you need to book a PCR test, you can do so here. Regular testing will help us get back to normal more safely. Rates are continuing to fall in Stockport, with rates currently at 34.1 per 100,000, or around 14 new cases each day. This is slightly below the average for Greater Manchester. We need to continue to act responsibly and follow the latest advice to keep our community safe as more mixing is allowed. Do your bit to keep Stockport safe. Make sure you’re taking advantage of the new regular testing scheme for all adults.
MEN: Infection rates fall across all but two boroughs in Greater Manchester
Stockport is an area where the trend is down. The latest infection rate here is 32.4 cases per 100,000 people. There were 95 cases recorded in Stockport, which is 28 fewer than the previous week – a fall of 23 per cent. Latest figures show coronavirus infection rates have gone up in two Greater Manchester boroughs – Oldham and Trafford. The weekly rates have fallen in seven areas and stayed level in one borough – Manchester. As restrictions begin to ease, Oldham continues to have the highest coronavirus infection rate in Greater Manchester. The lowest infection rate is in Bury, where the rate is 25.7 cases per 100,000 people. In Greater Manchester as a whole, the infection rate is now 42.8 cases per 100,000 population.
Stockport puts call out for brownfield sites
Stockport Council has put a call out for brownfield sites, to help support work on the new Local Plan and earmark unused sites suitable for future development. The council want to hear about the sites across the borough which members of the local community believe should be considered before we need to make decisions in respect of other land in Stockport. They may be derelict or underutilised sites, vacant commercial premises or an occupied building which has a use which doesn’t fit particularly well in an area.
Stockport Paralympian crosses the line for his vaccine
Great Britain Paracyclist Fin Graham wheeled up on his bike to get his Covid vaccination, with the message that being vaccinated gives him peace of mind.
The elite athlete from the Scottish Highlands, moved to Cheadle, Stockport in 2018. He trains with British Cycling at the National Cycling Centre in Manchester and already has two World Cup Paracycling gold medals to show for it.
Fin, aged 21, was born with two club feet, has no calf muscle in his right leg and limited movement in his ankles. Three years ago, he was diagnosed with Lupus, an auto-immune disease.

Businesses shun litigation during pandemic but expected to rise in 2021
Businesses have avoided using litigation to resolve commercial disputes during the COVID-19 pandemic, instead turning to negotiation and mediation, although that is likely to change this year, according to new research published today by EY. The research suggests that UK companies have heeded official guidance, released by the Cabinet Office in May 2020, which called on corporates to steer clear of litigation throughout the pandemic. Almost two-thirds (63%) of the more than 100 FTSE350 and private companies surveyed by YouGov for EY said they had adopted a more conciliatory approach to business disputes since the pandemic began.

Stockport Council release details of Government’s Restart Grant
The Restart Grant scheme supports businesses in the non-essential retail, hospitality, leisure, personal care and accommodation sectors with a one-off grant, to reopen safely as COVID-19 restrictions are lifted.
The Restart Grant will be split into two strands:
– Strand one will be for non-essential retail businesses that may be entitled to a one-off cash grant of up to £6,000.
– Strand two will be for hospitality, accommodation, leisure, personal care and gym businesses that may be entitled to a one-off cash grant of up to £18,000.
Eligible businesses:
Non-essential retail
These are businesses that are open to the public and used for retail sale or hire of goods or services. This includes businesses that:
- were required to close during national restrictions from January 2021
- sell directly to consumer
Hospitality
These are businesses that provide a venue for the sale of food and drink. This includes businesses that:
- offer in-person food and drink services to the general public
- provide food and/or drink to be consumed on the premises, including outdoors
Leisure
These are businesses that provide opportunities, experiences and facilities, in particular for culture, recreation, entertainment, celebratory events, days and nights out, betting and gaming. This includes businesses that:
- provide in-person experiences in addition to goods
- rely on seasonal labour
- operate with irregular hours during the day, night and weekends
Accommodation
These are businesses that provide lodging for holiday, travel and other purposes.
Gym and sports
These are businesses where physical exercise, training, group sporting and athletic activities takes place. This may be on an individual or group basis, using exercise equipment or open floor space. This includes businesses that:
- offer in-person exercise and sport activities to the general public
- are open to members of the public paying an entry or membership fee
- offer exercise classes or activities
Personal care
These are businesses that provide a service, treatment or activity for the purposes of personal beauty, hair, grooming, body care and aesthetics, and wellbeing. This includes businesses that:
- deliver in-person holistic, beauty and hair treatments
- provide services such as tattoos and piercings
Businesses are not eligible if they:
- do not have a business property and do not pay business rates
- are in liquidation, dissolved, struck off or subject to a striking off notice
There are also businesses in strand two that are not eligible, these include:
- takeaway premises
- coach tour operators and tour operators
- dental services, opticians, chiropractors, osteopaths and other medical/health services
How much will businesses will receive?
Strand one
The Restart Grant will support non-essential retail premises with one-off grants of up to £6,000.
Businesses that have a rateable value:
- of £15,000 or less on 1 April 2021 will receive a payment of £2,667
- between £15,001 and £50,999 on 1 April 2021 will receive a payment of £4,000
- of £51,000 or more on 1 April 2021 will receive a payment of £6,000
Strand two
The Restart Grant will also support hospitality, accommodation, leisure, personal care and gym business premises with one-off grants of up to £18,000.
Businesses that have a rateable value:
- of £15,000 or less on 1 April 2021 will receive a payment of £8,000
- between £15,001 and £50,999 on 1 April 2021 will receive a payment of £12,000
- of £51,000 or more on 1 April 2021 will receive a payment of £18,000
Discretionary Grant Scheme – Additional Restrictions Grant
The Council launched an Economic Recovery Fund on 26/03/21, which provides 5 new business grants through the Additional Restrictions Grant funding.
Applications for the current Additional Restrictions Grant scheme, and the Micro-Business grant scheme will close on 30/04/21 and no further applications will be accepted for these original ARG schemes after that date.
The new Economic Recovery Fund ARG schemes are:
- The Stockport Economic Recovery Boost Grant
This grant will be provided to businesses that have been successful in applying for the original ARG scheme for closed businesses that have separate commercial premises with ongoing costs. Businesses do not need to apply for this scheme as their details are already held and will be used to identify eligible businesses which will be contacted during April 2021 about their further grant payment under this scheme.
This grant is to support smaller, independent retail operators with premises in the market place and Underbanks area only, to reopen and restart their businesses.
This is a one-off fixed grant of £3,000 for each business that successfully applies.

This is a one-off fixed grant of £5,000 for each business that successfully applies. - The Stockport Economic Recovery Locality Boost Grant
This grant is for district centre trading associations, or their equivalent, to bid in to for their local areas to run stimulus events to drive local footfall and customers into local areas to use local businesses that are reopening.
Where localities do not have training associations that can lead a bid, an equivalent lead accountable body or local business will need to be agreed by businesses in that locality to lead as the single point of contact for their area.

Coronavirus Roadmap out of lockdown – what and when?
From 29 March:
- People will be allowed to meet outside, either with one other household or within the “rule of six”, including in private gardens
- The stay at home rule will end, but the government will urge people to stay local as much as possible
- Outdoor sport facilities will reopen, including golf courses and tennis and basketball courts, and formally organised outdoor sports can restart

Stage two (no earlier than 12 April):
- All shops allowed to open, along with close-contact services, including hairdressers and beauty salons (including in people’s homes)
- Restaurants and pubs allowed to serve food and alcohol to customers sitting outdoors Gyms and spas can reopen, as can zoos, theme parks, libraries and community centres
- Members of the same household can take a holiday in the UK in self-contained accommodation
- Weddings attended by up to 15 people can take place
Stage three (no earlier than 17 May):
- People can meet in groups of up to 30 outdoors
- Six people or two households can meet indoors
- Pubs, restaurants and other hospitality venues can seat customers indoors
- Up to 30 people can attend weddings or other life events, like christenings
- Remaining outdoor entertainment, such as outdoor theatres and cinemas can open
- Indoor entertainment such as museums, theatres, cinemas and children’s play areas can open
- Performances and large events can restart, but with limits on audience numbers
- Hotels, hostels and B&Bs can reopen
- International leisure travel may resume
- Adult indoor group sports and exercise classes can restart
Stage four (no earlier than 21 June):
- All legal limits on social contact will be removed
- No legal limits on the number of people who can attend weddings, funerals and other life events
- Nightclubs will be allowed to reopen

Repayment period for Bounce Back Loans extended to ten years
Businesses that took out government Bounce Back loans to help them through the Coronavirus crisis now have more time to repay. Companies will be contacted with options to extend the length of the loan from six to 10 years as part of a new ‘pay-as-you-grow’ initiative. The new proposals give businesses three new options:
- Extending the length of the loan from six years to 10;
- Making interest-only payments for six months, then repaying the principal on a phased basis with other interest-only periods;
- Delaying repayments entirely for up to six months.
