HEADLINES
Boost for high street as Jenrick extends opening hours for Christmas shopping
Retailers will be able to extend their daily opening hours from Monday to Saturday in the run up to Christmas and through January. From Wednesday 2 December, as England returns to a system of tiered restrictions, all non-essential retail across England will be able to reopen, and planning rules limiting opening hours will be eased to allow shops to be open for longer Monday to Saturday. While being a boost to business, these measures will help ease transport pressures and make socially distanced shopping easier by giving people greater flexibility to choose when they shop and avoid peak times. The majority of shop owners have already made their premises Covid-secure. Allowing retailers to extend their opening hours from Monday to Saturday will mean an even safer shopping experience in the run up to Christmas and through the January sales, when shops are usually much busier.
This builds on the extra government support to help businesses and protect jobs. Including an extension of the furlough scheme at 80% until the end of March, grants of up to £3,000 for premises that must close, and £1.1 billion for councils to enable them to support businesses in their area.
Construction Minister to oversee rollout of Covid vaccine
Construction minister Nadhim Zahawi has been put in charge of rolling out the Covid vaccine across the country. Zahawi is currently a Parliamentary Under Secretary of State at the Department for Business, Energy and Industrial Strategy with construction among his responsibilities. He will now be given a similar position simultaneously at the Department of Health and Social Care to oversee distribution of the vaccine. His primary focus will be on the vaccine programme until at least next summer. Zahawi said on Twitter:
Delighted to have been asked to become the minister for Covid vaccine deployment. A big responsibility and a big operational challenge but absolutely committed to making sure we can roll out vaccines quickly-saving lives and livelihoods and helping us build back better.”

Letter sent by Stockport Businesses to Rt Hon Alok Sharma, Secretary of State for Business, Energy & Industrial Strategy
Led by the Chairman of the Stockport Economic Alliance and CEO of musicMagpie and supported by Stockport’s Business Improvement District and Marketing Stockport, the Stockport business community are united in their frustration and anger in the re-assigning criteria of the Tier system this coming Wednesday following the end of the current enforced lockdown period.
This morning, the group has issued a joint letter to Alok Sharma, the Secretary of State for Business, Energy and Industrial Strategy and called upon support from Stockport’s four local MPs to back their plea to adopt a more localised approach. `
The group strongly believe that Stockport along with all local council boroughs, should be judged on their current status in regard to Covid-19 and the 5 measures taken into consideration by Government when assigning the Tiers, rather than take a more blanket, regional approach.
They are collectively calling for greater clarification on the evidence used as there are a large number of inconsistencies, particularly when comparing the North and the South of the UK. There are currently 23 areas with a higher infection rate than Stockport that will be moving into Tier 2; cases in Stockport have been falling consistently over the past 4 weeks to 174.8 and current latest data records an R rate 0.629, one of the lowest in the UK; hospital admissions have continued to fall while infection rates among the over 60s is 104.1 per 100,000.
If places like Stratford were bumped up a tier because of high risk in surrounding areas, why was inner London not bumped up to tier 3 where parts of outer London appear to belong? The effect of these blanket policy decisions will be to level down the economies across our critical business community and we are calling upon Ministers to review the regional approach and assign a more local borough-led approach with immediate effect given the pressing nature of peak season trading.

GM MPs urged to demand greater financial support for Tier 3
Greater Manchester Mayor Andy Burnham has pressed the city-region’s 27 MPs to demand greater financial support for areas placed under Tier 3 coronavirus restrictions from 2nd December. A debate on the new measures being introduced following the end of national lockdown in England takes place in the House of Commons on Tuesday 1st December, when MPs will vote on new restrictions. In a letter to parliamentary colleagues, Andy Burnham highlighted three areas he believe require review before new restrictions are introduced. Read more HERE

There are a number of business grant schemes available that cover different periods of time and different situations, such as being under national lockdown.

The Council currently has two live business grant schemes – both for businesses that have a business rates liability, and they are for the following circumstances:

Payments made to those venues that were require to close in March 2020 and have remained closed since, e.g.: Nightclubs. Payment will be made for the period 1st to 4th November. Eligible businesses will be entitled to receive a National Lockdown grant from 5th November 2020.
The Council’s Discretionary Grant Schemes for businesses are now open for applications.
There are two schemes available for eligible, qualifying businesses:
- The Local Restrictions Support Grant (for open businesses), and;
- The Additional Restrictions Grant (for the latest period of National Restrictions from 04/11/20 and 02/12/20)
