There have been over 4.2 million confirmed cases of coronavirus in the UK and sadly over 125,000 people have died. Over 24 million people have had their first dose of a coronavirus vaccine. The average number of daily infections in the UK has fallen substantially, with strict lockdown measures just starting to ease. A further 4,618 confirmed cases across the UK were announced by the government yesterday, Sunday, down from 5,177 new cases a week earlier.

Oxford-AstraZenica vaccine ‘not linked to clots’ says MHRA
The Netherlands has become the latest country to suspend use of the Oxford-AstraZeneca coronavirus vaccine. Ireland has also followed Denmark, Norway, Bulgaria, Iceland and Thailand in halting jabs, after reports of blood-clotting in Norway. However, the World Health Organization says there is no link between the jab and an increased risk of developing a clot, while the UK’s medicines regulator says people “should still go and get their Covid-19 vaccine”. AstraZeneca says 17 million people in the EU and UK have received doses, with 37 incidents related to blood clots reported among those vaccinated – “lower than the hundreds of cases that would be expected among the general population”.
Bus travel across England set for overhaul with £3bn government investment
Bus travel throughout England is set for a full overhaul with new multi-billion pound government investment. Prime Minister Boris Johnson has today outlined his 10-point plan to revitalise bus infrastructure across the country. The plan includes the introduction of simpler bus fares with daily price caps, increased evening and weekend services, contactless payments on all buses and integrated services across multiple transport modes. In addition, 4,000 new electric or hydrogen powered buses will be rolled out across England alongside ending the sale of diesel vehicles.

Greater Manchester employers offered extra support for their 50+ workforce
The Midlife MOT project will allow Greater Manchester employers, regardless of sector or size, to access professional support for members of staff over 50 years of age. The project will provide group and one-to-one advice and guidance sessions, on subjects including training provision, health and wellbeing support, and advice on finances and pensions. Webinars will be held weekly for employers to take part.
MEN: Five areas in Greater Manchester see rise in cases of coronavirus
Statistics show that there were more than 450 positive cases recorded in Greater Manchester on each day schools returned last week. Figures from Public Health England show that cases rose by 19 per cent in Tameside and 18 per cent in Oldham in comparison to the figure a week ago, with smaller increases in Salford, Stockport and Trafford. Cases fell in the other five boroughs, with the largest decrease being 25 per cent in Bury.
Stockport’s Director of Public Health continues call to be mindful of virus still circulating as restrictions ease
Stockport Council’s Director of Public Health, Jennifer Connolly, has reminded residents to continue to be mindful that the coronavirus remains circulating in the borough as we take first steps out of restrictions. Her weekly statement this week focuses on the fact that, while some outdoor socialising can take place, as well as seeing a return to face-to-face teaching, it remains crucial to adhere to social distancing, ventilation and hygiene guidance to prevent a resurgence in infection rates. Jennifer Connolly also reminded residents of the importance of getting a test and self-isolating in the event of a positive result to keep the disease at bay in our communities. Schools will be conducting lateral flow tests of students irrespective of showing symptoms, while anyone who does develop Covid-19 symptoms can book a test online or by calling 119. Businesses whose staff are unable to work from home can also conduct lateral flow tests of colleagues through Stockport Council or the national government.
City leaders move forward with Greater Manchester decision for bus reforms
Leaders of Greater Manchester’s ten local authorities will meet later this month to decide whether to move forward with plans to reform the bus network in the city-region. Following overwhelming public support for proposals in two consultations (held both before and after the coronavirus outbreak), Greater Manchester Combined Authority (GMCA) has published a report recommending the move to a franchising system.

Stockport Council expands eligibility for Discretionary Grant Schemes
Stockport Council has announced it is expanding its discretionary grant schemes to support a greater range of businesses affected by the pandemic.
The new Micro-business support scheme will see businesses outside of the hospitality, leisure and retail sectors become eligible for both the Stockport Additional Restrictions Grant scheme and the Local Restrictions Support Grant for Open Businesses, affecting organisations that were impacted during the lockdown from 5th November to 2nd December, and subsequent periods of lockdown. Support will be backdated to the first date of eligibility. The discretionary schemes allow councils to support businesses that have missed out on other support as they do not have a business rates liability. Stockport Council is adding a number of sectors to those already eligible for the schemes. Details here To be eligible for the Stockport Additional Restrictions Grant scheme bus also meet specific criteria – details here Businesses will need to be able to demonstrate that they have fixed property costs and demonstrate a loss in income as a result of the pandemic.

Please note: The Council has now received funding for the Local Restrictions Support Grant for Open Businesses scheme for the period following the end of the lockdown on 2nd December 2020.
A system to make automated repeat payments for qualifying businesses based on their initial applications is being used and so there is no need for businesses to reapply after their first application for the Local Restrictions Support Grant for Open Businesses scheme. Funds will be paid to businesses and an email will be sent to each business stating that in accepting the funding they are confirming that they meet the qualifying conditions and statements set out in the email.
If you have not yet applied for the Local Restrictions Support Grant for Open Businesses scheme, you will need to make an initial application before you can be considered to be eligible to receive any automatic payments for further qualifying periods. Further information on the schemes will be updated on the Stockport Council website.

Stockport: Webinar Workshop – Reopening of Leisure and Hospitality businesses
From April 12th, non-essential retail businesses and hospitality venues may be allowed to reopen. Pubs, bars, restaurants and cafés will be allowed to serve people outdoors.
There will be no need for customers to order a substantial meal with alcoholic drinks and no curfew, although customers must order, eat and drink while seated (‘table service’).
Wider social contact rules will apply in all these settings to prevent indoor mixing between different households.
To help and support Stockport hospitality and leisure businesses to reopen safely, Stockport Council are hosting a free virtual workshop and advice clinic where businesses will also be able to share any concerns and ask questions.

Spring price rises expected as demand outstrips supply
The average selling price for houses in the UK is set to receive a boost of over £2,000 this month, with the market experiencing record demands. Demand for new homes is outstripping supply at the moment by more than any point in the last 10 years, with the number of new buyers making enquiries also at record levels, according to property website Rightmove. The start of the traditional spring selling period has seen the number of sales agreed for the first week in March up by 12% on 2020 despite the current shortage of available stock. According to this latest data, two out of three properties currently on agents’ books have sales agreed subject to contract.

Repayment period for Bounce Back Loans extended to ten years
Businesses that took out government Bounce Back loans to help them through the Coronavirus crisis now have more time to repay. Companies will be contacted with options to extend the length of the loan from six to 10 years as part of a new ‘pay-as-you-grow’ initiative. The new proposals give businesses three new options:
1. Extending the length of the loan from six years to 10;
2. Making interest-only payments for six months, then repaying the principal on a phased basis with other interest-only periods;
3. Delaying repayments entirely for up to six months.
